Mr. Zacharia Kimei : Asante sana.
Com. Abubakar : Iwe mbili. Asante sana. [inaudible] if you have a written memorandum, sijui kama tume elewana, if
you have a written memorandum you come and give us highlights then you give the memorandum which we will then process.
Sijui kama ni sawa hivyo? Ndio kila mtu apate nafasi. Sasa namuomba Paul Lang’at. Na Paul naona kwamba umeandika
hapa una written memorandum. You give us the highlights. Chose what is very important in the memorandum don’t read, don’t
give us everything, choose what is very important, nauanze na zile ambazo hazikutajwa.
Mr. Paul Lang’at : Majina yangu ni Paul Lang’at kwa maoni yangu naona ya kwamba naunga mkono wale wame kuja
mbeleni ya kwamba tuwe na majimbo.
Com. Abubakar : Sawa.
Mr. Paul Lang’at : Ya pili Serikali hii yetu tuwe na Governor, iongozwe na Governor na huyo Governor anachaguliwa na
wananchi kwa siku tafauti na wale ma Mp’s.
Com. Abubakar : Sawa.
Mr. Paul Lang’at : Na tena tuwe na Local Government, na local Government is within the level of Provincial halafu kwa
hii Local Government is represented by Mp’s ambayo wata form the Lower House. Halafu wale watu wa Lower House wata
chagua representatives, watachagua Governor ya hiyo Province halafu hata representative to go to the Central Government
ambao hawata enda kwa Central Government watatuma tu representative to the there.
Com. Abubakar : Sawa.
Mr. Paul Lang’at : Halafu kitu kingine tukienda sasa kwa Serikali we have the Government and then we have Supreme
Court and then Supreme Court should be under the Attorney General and Chief Justice and this Supreme Court all the Armed
Forces should be under Supreme Court and also the administrative line of the Government should be under the Supreme Court.
In this line we have the village elder from the Grassroots to Chief keeping the office of the Assistant Chief and then from Chief
to District Commissioner and then District Commissioner direct to the Supreme Court so…
Com. Abubakar : Kwa hivyo unatoa Assistant Chief na Do.
