We should also allow room for a Prime Minister who will sit in Parliament and be in charge and answerable to the day to day
running of the Government.
The Federal system of Government should be put in place so that it safe guards various interests of various ethnic groups.
The Presidents powers should be reduced.
We must in our society also provide constitutional protection for a hundred percent moral and ethical...
Com. Abubakar : Qualification...
Mr. Wilson arap Soi : Qualification.
The people should also have a right to recall their Mp or Councillor in case of dismal performance or desertion of responsibility
within the Ward of Constituency.
Com. Abubakar : Sawa. [inaudible] Bwana Wilson...
Mr. Wilson arap Soi : Yes
Com. Abubakar : I told people that if you are giving in a memorandum you should only voice the important points which
you will share with others. We will process that memoranda ourselves.
Mr. Wilson arap Soi : Thank you that is exactly what I am doing. The rights of vulnerable groups , the interests with
people with disabilities are not fully taken care of at present. There should be provision in the Budget to assist the less fortunate
members of this society. Again there should be provision for nomination of such an interest of which in this case I consider the
disabled people to be given a chance in both the Council and Parliamentary nominations.
There are other groups which I do consider to be vulnerable even though Kericho District is said to be rich, there certain
pockets of areas which are marginal and over the years they have been overlooked and I would like their rights to be respected
within their Constitution. These are areas which are bordering the neighbouring Districts and ethnical groups like those who are
bordering Luo land and Kisii. And again those who are naturally marginal they should be given their right to employment, to
Government services equally like others. What I am talking about here is when it comes to employment, recruitment even for
teachers you will get those who come from marginal pocket areas are less considered.
