JC-5 Meeting and the Launch of IPY:<br />

February – March 2007<br />

The JC-5 meeting (Appendix 3) was held at the<br />

ICSU Secretariat in Paris, in conjunction with the<br />

formal launch of IPY on 1 March 2007 (Box 7). The<br />

JC members also attended the ‘IPY Launch event’ at<br />

Palais de la Découverte and the Opening French IPY<br />

ceremony at the building of the French Senate, Palais<br />

de Luxembourg (Figs. 1.5-12, 13, 14 and 15).<br />

The 79-page Scope of IPY Science (Allison et al.,<br />

2007) had been released online and copies had<br />

been printed by <strong>WMO</strong> for distribution at the time of<br />

the launch and immediately afterwards. In addition,<br />

many endorsed IPY projects were moving towards<br />

implementation. With IPY entering the field phase, the<br />

role of the JC was changing from one of planning to<br />

one of maintaining the momentum and visibility of IPY<br />

activities and forging interdisciplinary links between<br />

constituent projects. These issues were discussed in<br />

two “brainstorming” sessions during JC-5.<br />

The JC again considered the issue of ‘legacy’ that<br />

would result from IPY <strong>2007–2008</strong>. This was broadly<br />

categorized as the legacy from new scientific data<br />

and knowledge, from expanded observational<br />

networks and techniques and from improved ways of<br />

collaboration. HAIS assisted in stimulating IPY legacies<br />

beyond the project level (Chapter 1.7). The JC also<br />

agreed to work with SCAR and IASC to identify and<br />

capture the IPY legacy.<br />

JC-5 confirmed that the first dedicated IPY science<br />

conference would be the joint SCAR/IASC meeting in<br />

St Petersburg in July 2008 and also accepted the offer<br />

from Norway to host the second in Oslo in 2010.<br />

Activities of the Subcommittees on Data Policy and<br />

Management, Observations (including its sub-group,<br />

the Space Task Group), and Education, Outreach<br />

and Communication were reviewed. The offer of<br />

appointment of a data coordinator for IPY operational<br />

data by the Norwegian Meteorological Institute, with<br />

support from Canada and Germany, was welcomed.<br />

The JC also reviewed reports from several national IPY<br />

committees on their ongoing activities.<br />

Because of delays in funding of a number of<br />

national IPY programs, requests had been received for<br />

IPY to be extended for an additional 6 to 12 months.<br />

The JC resolved that the formal IPY period remain 1<br />

March 2007 to 1 March 2009, but that any requirement<br />

to extend IPY projects should be reviewed as part of<br />

ongoing assessment of the overall program.<br />

JC-6 Meeting: October 2007<br />
