IPY Proposal Evaluation Form Used by the JC, 2005–2006<br />

Altogether 422 ‘full proposals’ were received by the IPO<br />

by three subsequent submission deadlines: 30 June<br />

2005, 30 September 2005, and 31 January 2006, with<br />

337 being scientific or data management proposals,<br />

and 85 being for education and outreach activities.<br />

The number of proposals received in each round was<br />

109, 92 and 209 respectively, and 12 later submissions<br />

were also accepted. Each was independently reviewed<br />

by three to four JC members and assessed against 15<br />

IPY criteria, six being ‘primary’ criteria and nine other<br />

listed as ‘additional’ criteria. (After the second round,<br />

education and outreach submissions were reviewed<br />

by the EOC committee rather than the JC). Proposals<br />

that were assessed by the JC members as meeting the<br />

requested criteria became ‘endorsed IPY projects’ and<br />

were added to the emerging IPY <strong>2007–2008</strong> project<br />

chart (Appendix 5). All submitted ‘full proposals’ were<br />

made openly accessible on the IPO website (http://<br />

classic.ipy.org/development/eoi/proposals.php).<br />
