established by 1 October 2004 of two Co-Chairs, 17 ten<br />

regular members to be appointed jointly by ICSU and<br />

<strong>WMO</strong> and five ex officio members from ICSU, <strong>WMO</strong>,<br />

IASC, SCAR and IOC, with preferably equal number<br />

of experts on the Arctic and Antarctic. On 16 August<br />

2004, Rosswall issued a call for nominations for the<br />

members of the Joint Committee to run IPY for the<br />

next five years, 2005–2009. Regarding the scientific<br />

disciplines to be covered by the future JC members,<br />

the letter cited Social Sciences (two experts, including<br />

Economy), Meteorology, Climatology, Oceanography,<br />

Remote-sensing, Glaciology, Biology and Geosciences<br />

(in that order). Rosswall’s letter was addressed to ICSU<br />

National Members, Scientific Unions, Interdisciplinary<br />

Bodies, and IPY National Committees and contact<br />

points. A few days later (20 August 2004), Jarraud sent<br />

a similar call on behalf of <strong>WMO</strong> to the <strong>WMO</strong> Executive<br />

Council members.<br />

Amid these various events, the PG team worked<br />

frantically throughout July and August 2004 trying to<br />

complete the Outline Science Plan for the forthcoming<br />

PG meeting and the preceding deliberations at the IPY<br />

‘Discussion Forum’, scheduled for September 2004.<br />

PG-4, Second Discussion Forum and the<br />

Framework Document: September 2004<br />

The second IPY ‘Discussion Forum’ was held, again,<br />

at Reid Hall in Paris on 13–14 September 2004. It was<br />

attended by over 60 people, including representatives<br />

of 13 National Committees, major funding agencies and<br />

20 international organizations, as well as 15 members<br />

of the PG and staff of the ICSU secretariat. The meeting<br />

was used to introduce the revised Outline Science Plan<br />

in which the new sixth theme and the inclusion of social<br />

sciences, as well as interweaving of social issues with<br />

the other themes was outlined. The Discussion Forum<br />

gave a strong message of support for the inclusion of<br />

social sciences as the IPY “sixth theme.” There were<br />

also extensive discussions on implementation issues,<br />

including appropriate mechanisms for the proposal<br />

submission process and defining the roles of the Joint<br />

Committee, the <strong>International</strong> Programme Office and<br />

the National Committees. The Forum participants<br />

were not supportive of the previously suggested<br />

concept of “core” and “associated” projects in IPY<br />

and they argued that the focus should instead be on<br />

identifying ideas. It became clear that the idea of the<br />

“IPY flagship projects” was not liked by most of IPY<br />

scientists though the funding agency representatives<br />

saw some merit.
