and data management; and that other IPY legacies will<br />

have to have defined and find a home before the IPY<br />

come to an end. There was a need for clarifying which<br />

potential IPY legacies exists, and who will take on the<br />

responsibility for carrying them forward. Creating and<br />

maintaining a simple IPY Legacy Inventory was the<br />

basic requirement.<br />

HAIS-7 (October 2009)<br />

The meeting was held 16 October 2009 at the<br />

Norwegian Research Council in Oslo, Norway.<br />

Participants included Odd Rogne (IPY IPO); Masaki<br />

Kanao (Japan); Olav Orheim (Norway, chair and host);<br />

Alexander Guterch (Poland); Sergey Priamikov (Russia);<br />

Anders Clarhäll (Sweden).<br />

The meeting was held in conjunction with the IASC/<br />

SCAR Bipolar Action Group (Chapter 5.5). Much of HAIS<br />

discussion addressed aspects of IPY legacies and the<br />

future of HAIS. It was clear that participation in HAIS<br />

was declining, but not in all countries. While the Russian<br />

IPY Organizing Committee, Secretariat and website<br />

would continue, many other HAIS members would<br />

be leaving their IPY offices and duties in the next few<br />

months. The group discussed the need for HAIS after<br />

IPY, and concluded that while HAIS had been a useful<br />

forum for the IPY period, the long-term responsibilities<br />

for IPY legacies should rest with IASC and SCAR.<br />

HAIS-8 (June 2010)<br />

The meeting was held 10 June 2010 on the margins<br />

of the IPY Olso Science Conference in Oslo, Norway.<br />

Participants included David Hik (Canada); Odd Rogne<br />

(IPY IPO); Olav Orheim (Norway, chair and host); Jacek<br />

Jania (Poland); Chris Elfring (U.S.A.).<br />

The meeting was brief and formally concluded the<br />

activities of the HAIS.<br />

Summary<br />

Members of HAIS believed that they made a valuable<br />

contribution to the planning and implementation<br />

of IPY 2007-2008. The personal contacts that were<br />

made at the national level among individuals involved<br />

in the day-to-day operation of IPY activities were an<br />

invaluable asset. Although it was not possible to include<br />

all countries in HAIS, the discussions were widely<br />

circulated and facilitated the necessary sharing of information,<br />

ideas and problems. Although HAIS existed<br />

informally within the organizational structure of IPY<br />

2007-2008, it managed to facilitate a degree of coordination<br />

and understanding among national programs<br />

that would not have been possible without it.
