C<strong>on</strong>clusi<strong>on</strong><br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> aim <str<strong>on</strong>g>of</str<strong>on</strong>g> this paper was to examine the viability <str<strong>on</strong>g>of</str<strong>on</strong>g> giving low-risk probati<strong>on</strong>ers<br />

less supervisi<strong>on</strong> compared to usual probati<strong>on</strong> standards, in order to reallocate resources<br />

toward the highest risk <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders. We explored whether the characteristics <str<strong>on</strong>g>of</str<strong>on</strong>g> low-level<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>fenders and the types <str<strong>on</strong>g>of</str<strong>on</strong>g> outcome measures selected in the analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> the first<br />

randomized c<strong>on</strong>trolled trial <str<strong>on</strong>g>of</str<strong>on</strong>g> low-intensity supervisi<strong>on</strong> (LIS) affected the impact <str<strong>on</strong>g>of</str<strong>on</strong>g> LIS<br />

<strong>on</strong> recidivism. Overall, we found no evidence against the hypothesis that reducing<br />

supervisi<strong>on</strong> for the lowest-risk <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders is an efficient strategy.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> credibility <str<strong>on</strong>g>of</str<strong>on</strong>g> probati<strong>on</strong> and parole supervisi<strong>on</strong> as a safe and effective strategy<br />

for dealing with <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders in the community is under threat from a poor image driven by<br />

a severe lack <str<strong>on</strong>g>of</str<strong>on</strong>g> resources and some high-pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile failures. Although most probati<strong>on</strong><br />

agencies do use some form <str<strong>on</strong>g>of</str<strong>on</strong>g> risk assessment or triage process to steer higher-risk<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>fenders into smaller, more intensive caseloads, real-world c<strong>on</strong>straints may mean that<br />

even these caseloads operate at full capacity. This leaves probati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers with little<br />

time or ability to provide appropriate services. <str<strong>on</strong>g>The</str<strong>on</strong>g> Philadelphia Adult Probati<strong>on</strong> and<br />

Parole Department (APPD) was <strong>on</strong>e agency that experienced these difficulties first-hand,<br />

and worked with the University <str<strong>on</strong>g>of</str<strong>on</strong>g> Pennsylvania to c<strong>on</strong>duct an experimental analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

new strategy for assessing risk as the basis for channeling <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders into appropriate<br />

supervisi<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> first stage <str<strong>on</strong>g>of</str<strong>on</strong>g> the restructuring <str<strong>on</strong>g>of</str<strong>on</strong>g> supervisi<strong>on</strong>, <strong>on</strong> which the present<br />

study is focused, involved directing <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders at the lowest risk <str<strong>on</strong>g>of</str<strong>on</strong>g> serious re<str<strong>on</strong>g>of</str<strong>on</strong>g>fending<br />

into large caseloads, in which they received few probati<strong>on</strong> c<strong>on</strong>tacts. This strategy was<br />

intended to free scarce staffing resources to be used for reducing caseloads and increasing<br />

APPD’s ability to provide suitable surveillance and services at the highest end <str<strong>on</strong>g>of</str<strong>on</strong>g> the risk<br />
