Probati<strong>on</strong> Supervisi<strong>on</strong> <strong>on</strong> Recidivism.<br />

Introducti<strong>on</strong><br />

Probati<strong>on</strong> is <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the most frequently-used criminal sancti<strong>on</strong>s in the United<br />

States (American Correcti<strong>on</strong>al Associati<strong>on</strong>, 2006). At the end <str<strong>on</strong>g>of</str<strong>on</strong>g> 2008, nearly 5.1 milli<strong>on</strong><br />

adults were <strong>on</strong> probati<strong>on</strong> al<strong>on</strong>e – 84 per cent <str<strong>on</strong>g>of</str<strong>on</strong>g> all adults under community supervisi<strong>on</strong>.<br />

In all, <strong>on</strong>e in forty-five U.S. adults is <strong>on</strong> probati<strong>on</strong> or parole. 1<br />

Although growth slowed<br />

slightly in 2008, the populati<strong>on</strong> under community supervisi<strong>on</strong> has been steadily rising for<br />

some time, increasing by more than half a milli<strong>on</strong> between 2000 and 2008 (Glaze &<br />

B<strong>on</strong>czar, 2009).<br />

Despite the extent <str<strong>on</strong>g>of</str<strong>on</strong>g> its use, probati<strong>on</strong> has suffered from image problems,<br />

particularly a public percepti<strong>on</strong> that it is a ‘s<str<strong>on</strong>g>of</str<strong>on</strong>g>t’ approach to crime for <str<strong>on</strong>g>of</str<strong>on</strong>g>ten serious<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>fenders who are highly likely to recidivate. 2<br />

Subsequently, many probati<strong>on</strong> agencies<br />

have struggled to access sufficient funding (Petersilia, 1997). This highlights a clear<br />

need for probati<strong>on</strong> agencies to identify supervisi<strong>on</strong> practices that are effective at reducing<br />

recidivism, and at the same time represent an efficient use <str<strong>on</strong>g>of</str<strong>on</strong>g> scarce resources. Taxman<br />

(2002) notes that c<strong>on</strong>siderable research has been dedicated to programming and services<br />

that are <str<strong>on</strong>g>of</str<strong>on</strong>g>ten provided in c<strong>on</strong>juncti<strong>on</strong> with or <strong>on</strong> referral from probati<strong>on</strong>, such as<br />

cognitive-behavioral therapy, drug courts, and skill-building programs (see also<br />

MacKenzie, 2006a; 2006b). Yet comparatively little attenti<strong>on</strong> has been paid to the<br />
