highest-risk <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders in the greatest need <str<strong>on</strong>g>of</str<strong>on</strong>g> treatment, a policy now known to be crucial<br />

to successful correcti<strong>on</strong>al programming (Andrews, B<strong>on</strong>ta, & Hoge, 1990). <str<strong>on</strong>g>The</str<strong>on</strong>g>re is no<br />

standard definiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> ‘high’ or ‘low’ risk in the earlier studies, and the most serious<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>fenders were <str<strong>on</strong>g>of</str<strong>on</strong>g>ten excluded. For example, in the RAND studies, participants were<br />

generally more serious <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders, but risk levels varied (Petersilia & Turner, 1993).<br />

Offenders c<strong>on</strong>victed <str<strong>on</strong>g>of</str<strong>on</strong>g> homicide, robbery, and sex <str<strong>on</strong>g>of</str<strong>on</strong>g>fenses were excluded from the<br />

studies for safety reas<strong>on</strong>s, even though it is not unusual for such <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders to appear in<br />

probati<strong>on</strong> and parole caseloads. In some cases, ISP was reas<strong>on</strong>ably effective for highrisk<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>fenders but backfired for low-risk <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders (e.g., Erwin, 1986; Hanley, 2006;<br />

Lowenkamp, Latessa, & Holsinger, 2006).<br />

More recent research <strong>on</strong> probati<strong>on</strong> supervisi<strong>on</strong> has accounted for some <str<strong>on</strong>g>of</str<strong>on</strong>g> these<br />

problems, making careful assessments <str<strong>on</strong>g>of</str<strong>on</strong>g> risk and targeting supervisi<strong>on</strong> appropriately.<br />

For high-risk <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders, intensive supervisi<strong>on</strong> has shown more positive results when it<br />

includes a greater emphasis <strong>on</strong> treatment and service brokerage by probati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers in<br />

additi<strong>on</strong> to small caseloads and frequent c<strong>on</strong>tact (e.g., Latessa et al., 1998; Paparozzi &<br />

Gendreau, 2005; Aos, Miller, & Drake, 2006; Taxman, 2008b). Probati<strong>on</strong> agencies have<br />

also begun experimenting with reducing the intensity <str<strong>on</strong>g>of</str<strong>on</strong>g> supervisi<strong>on</strong> for those <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders<br />

at the lowest risk <str<strong>on</strong>g>of</str<strong>on</strong>g> re<str<strong>on</strong>g>of</str<strong>on</strong>g>fending. New York City’s probati<strong>on</strong> department piloted an<br />

electr<strong>on</strong>ic kiosk reporting system for a c<strong>on</strong>siderable porti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> its caseload that was<br />

c<strong>on</strong>sidered to be low-risk. <str<strong>on</strong>g>The</str<strong>on</strong>g>se <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders checked in regularly using an ATM-style<br />

device, and could request or be compelled to see a probati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>ficer if adverse<br />

circumstances arose. Two-year rearrest rates for all crimes for low-risk probati<strong>on</strong>ers<br />
