We found that low-risk <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders are a relatively heterogeneous group compared<br />

to the ‘typical’ image <str<strong>on</strong>g>of</str<strong>on</strong>g> the young male <str<strong>on</strong>g>of</str<strong>on</strong>g>fender.<br />

Low-risk <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders appear to<br />

encompass a much broader spectrum <str<strong>on</strong>g>of</str<strong>on</strong>g> society in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> gender, race, age, social<br />

circumstances and <str<strong>on</strong>g>of</str<strong>on</strong>g>fending pr<str<strong>on</strong>g>of</str<strong>on</strong>g>iles. We found no evidence that this heterogeneity has<br />

any impact <strong>on</strong> which <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders actually received the treatment. <str<strong>on</strong>g>The</str<strong>on</strong>g> homogeneity in lowrisk<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>fenders’ propensity to re<str<strong>on</strong>g>of</str<strong>on</strong>g>fend is interesting from both theoretical and policy<br />

perspectives, because it suggests that the relati<strong>on</strong>ship <str<strong>on</strong>g>of</str<strong>on</strong>g> crime risk factors to the<br />

likelihood <str<strong>on</strong>g>of</str<strong>on</strong>g> re<str<strong>on</strong>g>of</str<strong>on</strong>g>fending may be c<strong>on</strong>siderably weakened when the risk <str<strong>on</strong>g>of</str<strong>on</strong>g> a future serious<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>fense is low. This may be a much more important theoretical basis for the effectiveness<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> LIS than any <str<strong>on</strong>g>of</str<strong>on</strong>g> the possible mechanisms we c<strong>on</strong>sidered at the outset <str<strong>on</strong>g>of</str<strong>on</strong>g> this paper.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> finding is also important for the operati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a probati<strong>on</strong> agency because it implies<br />

that specific case attributes do not affect probati<strong>on</strong> performance for a large proporti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the populati<strong>on</strong>. Differential attributes <strong>on</strong>ly appear to come into play for the majority <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

this group at the risk predicti<strong>on</strong> stage. After that, the propensity <str<strong>on</strong>g>of</str<strong>on</strong>g> low-risk probati<strong>on</strong>ers<br />

to <str<strong>on</strong>g>of</str<strong>on</strong>g>fend is going to be the same regardless <str<strong>on</strong>g>of</str<strong>on</strong>g> the level <str<strong>on</strong>g>of</str<strong>on</strong>g> supervisi<strong>on</strong> they receive, with<br />

just a few modificati<strong>on</strong>s required for early-career or more ‘traditi<strong>on</strong>al’ clients who may<br />

still be <strong>on</strong> an upward trajectory <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>fending. Overall, this seems to be a very powerful<br />

justificati<strong>on</strong> for the use <str<strong>on</strong>g>of</str<strong>on</strong>g> LIS instead <str<strong>on</strong>g>of</str<strong>on</strong>g> ‘supervisi<strong>on</strong> as usual.’<br />

Thus, we c<strong>on</strong>clude that low-intensity probati<strong>on</strong> supervisi<strong>on</strong>, coupled with a<br />

rigorous method for predicting the risk <str<strong>on</strong>g>of</str<strong>on</strong>g> serious <str<strong>on</strong>g>of</str<strong>on</strong>g>fending, is a defensible model for<br />

effective probati<strong>on</strong> operati<strong>on</strong>s. It remains to be seen whether the other arm <str<strong>on</strong>g>of</str<strong>on</strong>g> APPD’s<br />

restructuring strategy – providing increased supervisi<strong>on</strong> and services to the most serious<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>fenders in small caseloads – proves successful, but we have ascertained that it can be<br />
