We find that low-risk probati<strong>on</strong>ers are heterogeneous in their characteristics but<br />

homogeneous in their propensity to re<str<strong>on</strong>g>of</str<strong>on</strong>g>fend. <str<strong>on</strong>g>The</str<strong>on</strong>g>y appear to resp<strong>on</strong>d well regardless <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the intensity <str<strong>on</strong>g>of</str<strong>on</strong>g> the sancti<strong>on</strong>. Finally, we use epidemiological methods to evaluate the<br />

low-risk predicti<strong>on</strong> model used in the experiment. We find that the model successfully<br />

identifies <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders who are unlikely to commit serious <str<strong>on</strong>g>of</str<strong>on</strong>g>fenses, and is therefore a useful<br />

tool for diverting probati<strong>on</strong>ers to low-intensity supervisi<strong>on</strong>.<br />

In turn, low-intensity<br />

supervisi<strong>on</strong> is not associated with changes in <str<strong>on</strong>g>of</str<strong>on</strong>g>fending severity. Chapters 2 and 3 both<br />

c<strong>on</strong>clude that low-intensity supervisi<strong>on</strong> is a safe strategy that works very well for a<br />

probati<strong>on</strong> agency’s lowest-level <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders.<br />

This dissertati<strong>on</strong> c<strong>on</strong>tributes to knowledge by changing percepti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

characteristics <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders and resource allocati<strong>on</strong> in criminal justice supervisi<strong>on</strong>. We<br />

find that ‘more’ does not always mean ‘better,’ and there is no need to distribute<br />

expensive services equally. In a given probati<strong>on</strong> populati<strong>on</strong>, the majority <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders<br />

will resp<strong>on</strong>d well no matter how little supervisi<strong>on</strong> they receive, so it makes sense to focus<br />

our attenti<strong>on</strong> <strong>on</strong> the minority that will not.<br />
