1993). Several more recent studies also suggest that ISP programs that adhere to the PEI<br />

and <str<strong>on</strong>g>of</str<strong>on</strong>g>fer a balance <str<strong>on</strong>g>of</str<strong>on</strong>g> treatment and surveillance (the ‘hybrid’ philosophy) show promise<br />

in improving <str<strong>on</strong>g>of</str<strong>on</strong>g>fender outcomes (e.g., Latessa et al., 1998; Paparozzi & Gendreau, 2005).<br />

A recent meta-analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> a wide range <str<strong>on</strong>g>of</str<strong>on</strong>g> correcti<strong>on</strong>al interventi<strong>on</strong>s also supports the<br />

c<strong>on</strong>tenti<strong>on</strong> that modern treatment-focused ISPs are more effective at reducing recidivism<br />

than surveillance-based programs (Aos, Miller, & Drake, 2006). MacKenzie (2006b), in<br />

a detailed update to the University <str<strong>on</strong>g>of</str<strong>on</strong>g> Maryland report, lists intensive supervisi<strong>on</strong> with a<br />

treatment comp<strong>on</strong>ent as a ‘promising’ strategy in correcti<strong>on</strong>s, which means that further<br />

rigorous research is needed but several studies have produced encouraging results.<br />

Uncertainty about the effectiveness <str<strong>on</strong>g>of</str<strong>on</strong>g> ISP indicates a clear need for work to<br />

unpack the complex relati<strong>on</strong>ships between surveillance and treatment, probati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>ficer<br />

and client. Taxman (2008a) notes that efforts are now under way to effect organizati<strong>on</strong>al<br />

change in probati<strong>on</strong> departments that will allow for greater rapport-building between<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>ficers and <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders, which is intended to lead to behavioral change. She is currently<br />

leading experimental research into “proactive” and “seamless” criminal justice<br />

supervisi<strong>on</strong> and treatment programs that embody these new directi<strong>on</strong>s and have so far<br />

shown substantial reducti<strong>on</strong>s in recidivism for participants (Taxman, 2008b). A recent<br />

randomized c<strong>on</strong>trolled trial in Hawaii indicated that intensive probati<strong>on</strong> programs rooted<br />

in the classical deterrence traditi<strong>on</strong> may be effective when a c<strong>on</strong>sistent, incentive-based<br />

structure is implemented. <str<strong>on</strong>g>The</str<strong>on</strong>g> Hawaii HOPE program combined increased drug testing<br />

with swift, certain adjudicati<strong>on</strong> and shock incarcerati<strong>on</strong> for violati<strong>on</strong>s. A novel aspect <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the program was the handling <str<strong>on</strong>g>of</str<strong>on</strong>g> violati<strong>on</strong>s. N<strong>on</strong>-compliant <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders c<strong>on</strong>tinued their<br />
