in recidivism rates by caseload size, and technical violati<strong>on</strong>s increased for those <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders<br />

receiving more supervisi<strong>on</strong> (e.g., Neithercutt & Gottfreds<strong>on</strong>, 1974; Banks et al., 1976;<br />

Carter & Wilkins, 1976). <str<strong>on</strong>g>The</str<strong>on</strong>g> caseload variati<strong>on</strong> strategy was deemed unsuccessful.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> re-emergence <str<strong>on</strong>g>of</str<strong>on</strong>g> ISP in the 1980s was largely independent <str<strong>on</strong>g>of</str<strong>on</strong>g> prior interest in<br />

the topic. ISP at this time was at the forefr<strong>on</strong>t <str<strong>on</strong>g>of</str<strong>on</strong>g> an array <str<strong>on</strong>g>of</str<strong>on</strong>g> so-called ‘intermediate<br />

sancti<strong>on</strong>s’ intended to provide a cost-effective but punitive alternative to incarcerati<strong>on</strong>.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> focus <str<strong>on</strong>g>of</str<strong>on</strong>g> these programs was <strong>on</strong> crime deterrence through surveillance and c<strong>on</strong>trol,<br />

which was effected through small caseloads and frequent face-to-face c<strong>on</strong>tacts and drug<br />

testing. A study <str<strong>on</strong>g>of</str<strong>on</strong>g> this model in Georgia, U.S.A., in the early 1980s showed early<br />

promise (Erwin, 1986), and in 1986 the Bureau <str<strong>on</strong>g>of</str<strong>on</strong>g> Justice Assistance (BJA) funded the<br />

RAND Corporati<strong>on</strong> to c<strong>on</strong>duct a multi-site randomized c<strong>on</strong>trolled trial <str<strong>on</strong>g>of</str<strong>on</strong>g> the ‘new’ ISP<br />

in comparis<strong>on</strong> to regular probati<strong>on</strong> or incarcerati<strong>on</strong> (Petersilia & Turner, 1993). Again,<br />

the results were disappointing: programs had little impact <strong>on</strong> recidivism, and technical<br />

violati<strong>on</strong>s and re-incarcerati<strong>on</strong>s increased due to increased surveillance.<br />

Thus, intensive supervisi<strong>on</strong> probati<strong>on</strong> appears to be an ineffective way to<br />

supervise <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders (Sherman et al., 1997; MacKenzie, 2006). <str<strong>on</strong>g>The</str<strong>on</strong>g> early ISP models<br />

were designed <strong>on</strong> the assumpti<strong>on</strong> that probati<strong>on</strong> supervisi<strong>on</strong> in itself is ‘good’ for<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>fenders, so more <str<strong>on</strong>g>of</str<strong>on</strong>g> it must be better. However, it appears that no theoretical basis for<br />

this assumpti<strong>on</strong> was ever articulated (Bennett, 1988). Clear and Hardyman (1990)<br />

suggest that the early experiments in caseload size variati<strong>on</strong> failed because <str<strong>on</strong>g>of</str<strong>on</strong>g> a lack <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

knowledge about how probati<strong>on</strong> supervisi<strong>on</strong> could serve the ultimate goal <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>fender<br />

treatment. Probati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers had more time to spend with clients, but did not know what<br />
