et al., 2008). Although the amount and intensity <str<strong>on</strong>g>of</str<strong>on</strong>g> supervisi<strong>on</strong> does vary across cases<br />

and some <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders are mandated (by judges or probati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers) to specialized units,<br />

there is little systematic variati<strong>on</strong> in Philadelphia in the investment <str<strong>on</strong>g>of</str<strong>on</strong>g> resources according<br />

to risk. Thus, in most cases, <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders are assumed to be at similar risk <str<strong>on</strong>g>of</str<strong>on</strong>g> serious<br />

re<str<strong>on</strong>g>of</str<strong>on</strong>g>fending at baseline, and judgments are modified according to informati<strong>on</strong> that<br />

becomes available later in the supervisi<strong>on</strong> process. 1<br />

Philadelphia’s APPD has around 50,000 clients under supervisi<strong>on</strong> at any time.<br />

Supervisi<strong>on</strong> is usually organized according to the sector <str<strong>on</strong>g>of</str<strong>on</strong>g> the city in which the <str<strong>on</strong>g>of</str<strong>on</strong>g>fender<br />

lives, with a smaller number assigned to specialized units for certain types <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders or<br />

needs (such as drug-involved or sex <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders).<br />

Intake decisi<strong>on</strong>s are made by<br />

administrative staff based <strong>on</strong> court orders or the <str<strong>on</strong>g>of</str<strong>on</strong>g>fender’s residence.<br />

Within<br />

departmental standards and judicial c<strong>on</strong>straints, supervisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders is highly<br />

discreti<strong>on</strong>ary. Clients usually see their probati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>ficer <strong>on</strong>ce a m<strong>on</strong>th, and receive<br />

routine drug tests at some visits, but the <str<strong>on</strong>g>of</str<strong>on</strong>g>ficer can increase or decrease the frequency <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>fice visits as s/he sees fit.<br />

Reporting frequency may be increased to weekly or<br />

biweekly as a result <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>on</strong>compliance. It may be reduced to as infrequently as <strong>on</strong>ce<br />

every three m<strong>on</strong>ths toward the end <str<strong>on</strong>g>of</str<strong>on</strong>g> a successful term, or based <strong>on</strong> the <str<strong>on</strong>g>of</str<strong>on</strong>g>ficer’s<br />

judgment that the <str<strong>on</strong>g>of</str<strong>on</strong>g>fender is not at high risk <str<strong>on</strong>g>of</str<strong>on</strong>g> recidivism. For similar reas<strong>on</strong>s, the<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>ficer may vary the type <str<strong>on</strong>g>of</str<strong>on</strong>g> supervisi<strong>on</strong> between <str<strong>on</strong>g>of</str<strong>on</strong>g>fice, teleph<strong>on</strong>e, and n<strong>on</strong>-reporting.<br />

Starting in 2005, APPD worked with the University <str<strong>on</strong>g>of</str<strong>on</strong>g> Pennsylvania to develop a<br />

new approach to supervisi<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g>y aimed to allocate the highest risk <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders to more<br />

intensive supervisi<strong>on</strong>, with a small ratio <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers to clients so that more resources could<br />
