5.2 At-Risk Youth: Provide additional funding for the CAP to cater to youth 16-24<br />

years old who are ill-prepared to access training or the labour market. Programmes to<br />

train and certify this group should be expanded and additional funding provided.<br />

5.3 Training for careers in high-demand, skilled areas should be expanded, e.g.<br />

Caribbean Maritime <strong>Institute</strong> in seafaring skills; Portmore HEART Academy for<br />

construction skills; Advanced Information Communication Technology training at<br />

Caribbean <strong>Institute</strong> <strong>of</strong> Technology, Excelsior Community College 70 and Stony Hill<br />

HEART Academy; and in the Creative and Cultural Industry sector: GARMEX Academy<br />

(which is to be converted to a school catering to this sector), and Edna Manley College <strong>of</strong><br />

Visual and Performing Arts.<br />

5.4 Expand training in commercial skills and the entrepreneurial programme at<br />

HEART/NTA.<br />

70 The College currently runs the GOJ/GOI ICT Capacity Development Programme. This project will train<br />

500 learners (400 at the basic level and 100 at the advanced level) in various levels <strong>of</strong> ICT.<br />
