The <strong>PIOJ</strong> brokers international development partners’ involvement in<br />

many <strong>of</strong> the relevant areas, and has the opportunity to influence <strong>of</strong>ficial<br />

development assistance in meaningful ways that support the poverty<br />

agenda.<br />

The monitoring and evaluation <strong>of</strong> the Vision 2030 <strong>Jamaica</strong> – National<br />

Development Plan are spearheaded by the <strong>PIOJ</strong>. To its merit, the <strong>PIOJ</strong><br />

has maintained sound working relationships with sector Ministries,<br />

departments and agencies, with strong inter-agency collaboration across<br />

the range <strong>of</strong> its outputs.<br />

Additionally, the <strong>PIOJ</strong>’s planning horizon is far more flexible, and can<br />

therefore bring a greater degree <strong>of</strong> consistency to the critical coordinating<br />

role across time.<br />

d. The Unit should be given a clear mandate that is known and respected by all<br />

MDAs, and should become the central hub <strong>of</strong> information on aspects <strong>of</strong> poverty<br />

intervention, with which all partners would interact for broad assessment and<br />

evaluation.<br />

e. The Unit would provide annual and ad hoc reports on the status <strong>of</strong> the poverty<br />

programme, including analysis <strong>of</strong> longitudinal and current data on prevalence <strong>of</strong><br />

poverty and the effectiveness <strong>of</strong> the programme in influencing observed<br />

outcomes.<br />

f. International Development Partners could be approached to support the start-up <strong>of</strong><br />

the Unit for an initial period (e.g. two years). During this period, the Unit would<br />

oversee the development <strong>of</strong> a revised poverty reduction policy and programme,<br />

support a pertinent consultative process, establish priorities and action plans in<br />

keeping with timelines for the Medium Term Socio-Economic Policy Framework,<br />

and begin a phased implementation <strong>of</strong> strategy and plan for poverty reduction.<br />
