6.0 Partnership Framework<br />
Governance Structures<br />
The strategic implementation <strong>of</strong> the CRP will be overseen by an Inter-Ministerial Crime<br />
Prevention and Community Renewal Committee, chaired by the Prime Minister, with<br />
representation from the main opposition party and civil society. This committee will<br />
meet on a quarterly basis and will also oversee the implementation <strong>of</strong> the NCPCSS. The<br />
main engine <strong>of</strong> the CRP will be a National Working Group comprised <strong>of</strong> Permanent<br />
Secretaries, Heads <strong>of</strong> Agencies, and civil society representatives. Technical Working<br />
Groups focused on the six pillars <strong>of</strong> the programme will meet on a periodic basis to<br />
coordinate work in priority sectors and to review progress. Parish Working Groups, led<br />
by the local Mayors, will be established in the five target parishes to coordinate local<br />
implementation.<br />
Memorandum <strong>of</strong> Understanding<br />
The CRP will be implemented through the work <strong>of</strong> a wide range <strong>of</strong> partner agencies. All<br />
CRP partners are asked to sign a memorandum <strong>of</strong> understanding which will include a<br />
statement <strong>of</strong> principles in which they agree to, inter alia:<br />
• Participate in national and local coordination frameworks<br />
• Use data to inform the targeting <strong>of</strong> interventions<br />
• Target support to address locally-agreed priorities<br />
• Synchronise activities in target communities<br />
• Regularly review activities vis-`a-vis CRP objectives<br />
• Prioritise youth, and specifically at-risk youth, as a focal point for<br />
interventions<br />
Role <strong>of</strong> the CRP Secretariat<br />
A small team has been established within <strong>PIOJ</strong> which will be responsible for the day-today<br />
coordination <strong>of</strong> the CRP. The role <strong>of</strong> the secretariat is to:<br />
• Act as the secretariat for the national governance structures and support<br />
the development <strong>of</strong> parish coordinating structures<br />
• Map which agencies are delivering programmes where, and identify gaps<br />
and overlaps<br />
• Help partners to define clear roles and responsibilities to eliminate<br />
overlaps<br />
• Work with partners to mobilise resources to help fill gaps<br />
7. Implementation Plan<br />
The CRP seeks to bring about long-term transformation in the 100 communities over a<br />
10-year period. Implementation will be phased (as indicated in Table A6.2), focusing on<br />
clusters <strong>of</strong> communities in order to build bridges between neighbouring areas.<br />
