indirect losses experienced when they are impacted during a disaster. In fact the Damage<br />

and Loss Assessment Report reflects a number <strong>of</strong> private and government productive<br />

sectors that are directly and indirectly affected when these pieces <strong>of</strong> infrastructure are<br />

affected. This is also listed as among the reasons why economic targets are missed<br />

annually.<br />

1.5 While all these various pieces <strong>of</strong> infrastructure and assets are important on a<br />

national, regional and local scale, some are more important than others and must be<br />

looked at within the context <strong>of</strong> their risk exposure, vulnerability to natural hazards and<br />

value to the key economic sectors <strong>of</strong> the country. For example not every bridge is as<br />

important to the national economy, nor is every piece <strong>of</strong> roadway. What is certain is the<br />

trend identified after each disaster event and supported by each Damage and Loss<br />

Assessment Report, hence the need for hardening <strong>of</strong> key national assets and infrastructure<br />

so as to reduce the cost <strong>of</strong> recovery. In order to do so, <strong>Jamaica</strong> will have to develop a<br />

<strong>Strategy</strong> for the identification, prioritization, improvement and protection <strong>of</strong> key critical<br />

infrastructure and assets.<br />

2.0 Recommended Interventions<br />

2.1 Some possible interventions include:<br />

rebuilding and maintaining Farm Roads – short to long term<br />

drainage redesign and reconstruction – short to long term<br />

gully infrastructure repairs – short, medium, and long term<br />

bridge assessment (key roadways), maintenance and repair – short and medium<br />

term<br />

coastal/shoreline protection (critical for tourism investment) – medium to long<br />

term<br />

slope stabilization for key c<strong>of</strong>fee and other export or domestic crops along<br />

corridors with unstable slopes – short to long term.<br />

2.2 Table F.1 provides a detailed list <strong>of</strong> identified priority areas recommended to be<br />

targeted for comprehensive enhancement <strong>of</strong> the built and natural environment. 72<br />
