(3) JS7/Office of Emergency Management is responsible for overall management for planning<br />

for emergencies, including those that may have environmental impacts. Requirements may be<br />

found in <strong>JPR</strong> 1040.4, JSC Emergency Preparedness Plan.<br />

(4) Environmental compliance is an element of the EMS, as shown in Figure 1 (at the end of<br />

this chapter). It is intended to ensure environmental aspects and impacts are identified and<br />

controlled in order to meet regulatory or other requirements that are levied against entities that<br />

generate pollutants or have the potential to cause pollution. The EMS is the structural<br />

framework that provides the processes and checks and balances to ensure that environmental<br />

compliance is achieved, monitored and improved.<br />

1.4 How to Use this Document<br />

a. The remainder of this chapter describes general requirements that apply to environmental<br />

compliance, such as training, planning, and responsibilities. These are high-level requirements<br />

that will be implemented before initiating or changing regulated activities.<br />

(1) Chapters 2-15 describe additional requirements for specific activities and pollutant types.<br />

For example, employees who generate chemically contaminated wastes must comply with all<br />

the requirements in Chapter 3.0, Managing Industrial Solid Waste, in addition to applicable<br />

requirements of Chapter 1. Some activities may necessitate compliance with requirements<br />

from several chapters since they may have more than one type of potential pollutant or media<br />

impact.<br />

(2) In order to determine which chapters apply, reference the Appendix B activity list. The<br />

chapters that may apply are listed next to the activity. For new or modified activities, please<br />

refer to Chapter 2, Environmental Planning, or contact the EO to request assistance in<br />

determining environmental compliance requirements that may apply.<br />
