a. Ensure that employees under their direction are aware of the oil storage inventorying,
recordkeeping, spill reporting requirements, and training requirements; and
b. Contact the EO prior to installing a new regulated oil storage facility or modifying an existing
regulated oil storage facility.
7.4.4 The EO shall:
a. Maintain and update copies of the SPCC plans for JSC, EF, and SCTF in accordance with
40 CFR 112;
b. Perform all inspections of regulated oil storage units, including documentation of
inspections, at the frequencies specified within the SPCC Plan for JSC, EF, and SCTF; and
c. Provide resources for spill response services.
7.4.5 The Facilities Maintenance and Operations Division shall:
Include the design and construct of secondary containment and/or diversion structures that
satisfy the passive containment requirements described above.
7.5 Personnel Training and Certification Requirements
a. Personnel who perform any of the following functions shall annually complete the specific
SPCC training for their area (i.e. JSC, EF, SCTF, and EPFOL), (available online or by
contacting the EO):
(1) All personnel that handle oil, including but limited to:
(a) Personnel conducting fueling, defueling, storage, transferring, and inspecting activities;
(b) Operations and maintenance personnel; and
(c) Those individuals that supervise and manage operations and maintenance personnel.
b. To determine appropriate training requirements, employees should refer to Section 1.5 of
this manual or the environmental website at: http://www6.jsc.nasa.gov/ja/ja13/index.cfm.
7.6 Records and Forms
a. The EO maintains all regulatory records associated with implementation of the SPCC plans
for a minimum of three years.
(1) Operators of fuel tanks shall:
(a) Maintain records of fuel deliveries, including the type of fuel, date of fuel delivery, and
quantity delivered; and
(b) Develop and be able to provide substantiation of conformance to Section 7.3.6 of this
chapter, relating to fuel transfers.
