PMs shall: (1) Develop a project specific SWPPP if an area of five or more acres of soil will be disturbed during construction, as more stringent regulations apply to the project. (2) Submit a Notice Of Intent (NOI) to the TCEQ and the EO (as the local permit holder) (3) Pay permit application fee; (4) Post required notice at the construction site; and (5) Submit a Notice of Termination (NOT) to the TCEQ and the EO (as the local permit holder). (6) The PM or designee shall plan, conduct, and document inspections required by the TCEQ. JSC requires a 7-day inspection schedule (every seven calendar days on a specifically defined day), which has been approved by the TCEQ as an alternative inspection schedule. (7) Include in the inspections the disturbed areas of the construction site that have not been finally stabilized, areas used for storage of materials that are exposed to precipitation, and structural controls for evidence of, or the potential for, pollutants entering the drainage system. (8) Perform inspections for locations where vehicles enter or exit the site for evidence of offsite sediment tracking. (9) Inspect construction sites after each rain event. (10) Perform operation and maintenance of controls. (11) Correct all compliance deficiencies. (12) Contact the EO in the early planning stages if a project would likely fall into this category. NOTE: All NOI’s and NOT’s are to be reviewed by the EO before submission to TCEQ. 6.3.12 Continuing or Numerous Activities by a Single Organization a. When an organization or contractor has numerous or ongoing similar maintenance activities (e.g., trenching for laying cable, maintenance or repair of water lines) that would require the submission of several SECPs within a year, the Organization or Contractor shall consider the option to submit a "standard" SECP that describes how sedimentation and erosion control will be managed for all the described activities. This option allows for the organization to submit a plan that is approved rather than an SECP for each individual activity. Approval of the SECP by the EO is required. b. The requesting Organization/Contractor shall be responsible for ensuring that all the SECP requirements are met during each covered project or activity. c. The Organization or Contractor shall ensure that the standard SECP describes in detail the following, at a minimum: Verify correct version before use at http://server-mpo.arc.nasa.gov/Services/CDMSDocs/Centers/JSC/Home.tml. JSC Environmental Compliance Procedural Requirements JPR No. 8550.1A XXXX.X Effective Date: Johnson Space Center • Environmental Compliance Program Expiration Date: Expiration Date: Page Number 3/25/2011 3/25/2016 [Leave Blank] Page 69 of 123 (1) The types of activities covered by the SECP; (2) The combined calculated disturbed area in acres; (3) How controls will be selected to ensure effectiveness; (4) How controls will be installed, inspected, maintained and documented; (5) The name and phone number of an individual who will be responsible for ensuring that SECP requirements are implemented and monitored; and (6) The start and proposed end date of the SECP. d. The responsible Organization/Contractor shall submit a revised plan if any item in 3, above, changes or if the selected controls are not effective. e. The Organization/Contractor responsible for conducting the activities in the SECP shall maintain a copy of the SECP and documentation showing that all requirements were followed during the activities. f. The responsible Organization/Contractor shall maintain these records for at least three years from completion of the activity. g. Each standard SECP shall be approved for a period of one year, unless another period is specifically identified in the SECP and approved by the EO. 6.3.13 JSC and EF Storm Water Pollution Prevention Teams (SWPPTs) a. Each SWPPT team shall be responsible for the following at their facility: (1) Setting storm water pollution prevention goals; (2) Evaluating existing conditions; (3) Developing BMPs relating to certain industrial activities; (4) Ensuring that required inspections are conducted; (5) Reviewing the results of sampling events, periodic monitoring, quarterly visual inspections and annual comprehensive compliance evaluations to assess compliance with the Multi-Sector Industrial General Permit for Storm Water and the JSC and EF SWPPPs; (6) Determining the effectiveness of each SWPPP to reduce the exposure of pollutants to storm water runoff; and (7) Revising the Plan when it is found ineffective or inaccurate in accordance with the general permit. 6.4 Responsibilities 6.4.1 All employees shall: Verify correct version before use at http://server-mpo.arc.nasa.gov/Services/CDMSDocs/Centers/JSC/Home.tml.
