a. PMs shall:<br />

(1) Develop a project specific SWPPP if an area of five or more acres of soil will be disturbed<br />

during construction, as more stringent regulations apply to the project.<br />

(2) Submit a Notice Of Intent (NOI) to the TCEQ and the EO (as the local permit holder)<br />

(3) Pay permit application fee;<br />

(4) Post required notice at the construction site; and<br />

(5) Submit a Notice of Termination (NOT) to the TCEQ and the EO (as the local permit holder).<br />

(6) The PM or designee shall plan, conduct, and document inspections required by the TCEQ.<br />

JSC requires a 7-day inspection schedule (every seven calendar days on a specifically defined<br />

day), which has been approved by the TCEQ as an alternative inspection schedule.<br />

(7) Include in the inspections the disturbed areas of the construction site that have not been<br />

finally stabilized, areas used for storage of materials that are exposed to precipitation, and<br />

structural controls for evidence of, or the potential for, pollutants entering the drainage system.<br />

(8) Perform inspections for locations where vehicles enter or exit the site for evidence of offsite<br />

sediment tracking.<br />

(9) Inspect construction sites after each rain event.<br />

(10) Perform operation and maintenance of controls.<br />

(11) Correct all compliance deficiencies.<br />

(12) Contact the EO in the early planning stages if a project would likely fall into this category.<br />

NOTE: All NOI’s and NOT’s are to be reviewed by the EO before submission to TCEQ.<br />

6.3.12 Continuing or Numerous Activities by a Single Organization<br />

a. When an organization or contractor has numerous or ongoing similar maintenance activities<br />

(e.g., trenching for laying cable, maintenance or repair of water lines) that would require the<br />

submission of several SECPs within a year, the Organization or Contractor shall consider the<br />

option to submit a "standard" SECP that describes how sedimentation and erosion control will<br />

be managed for all the described activities. This option allows for the organization to submit a<br />

plan that is approved rather than an SECP for each individual activity. Approval of the SECP<br />

by the EO is required.<br />

b. The requesting Organization/Contractor shall be responsible for ensuring that all the SECP<br />

requirements are met during each covered project or activity.<br />

c. The Organization or Contractor shall ensure that the standard SECP describes in detail the<br />

following, at a minimum:<br />
