discharge of pollutants to the maximum extent practicable. These specific planned activities<br />

are called minimum control measures and include activities in the following mandatory<br />

categories:<br />

(1) Public education and outreach on storm water impacts;<br />

(2) Public involvement/participation;<br />

(3) Illicit discharge detection and elimination;<br />

(4) Construction site storm water runoff control;<br />

(5) Post-construction storm water management in new development and redevelopment; and<br />

(6) Pollution prevention/good housekeeping for municipal operation.<br />

6.2.3 JSC and EF Storm Water Pollution Prevention Teams (SWPPTs)<br />

There are two SWPPTs, one for JSC and one for EF. The SWPPTs are the managing boards<br />

for the storm water programs at these two facilities. The SWPPTs implement and maintain the<br />

SWPPPs, monitor the program, and adjust the plans and program when they determine that<br />

the existing plans are ineffective or need improvement. Consult the applicable SWPPP for<br />

names of SWPPT members.<br />

6.3 Regulated Processes<br />

6.3.1 Allowable Non-Storm Water Discharges<br />

a. JSC, EF, SCTF and EPFOL employees shall allow only the following non-storm water<br />

discharges onto the ground or into the storm sewer collection system, as subject to the listed<br />

conditions and restrictions. All other non-storm water discharges are prohibited.<br />

(1) Potable water line flushing (excluding discharges of hyper-chlorinated water);<br />

(2) Runoff from landscape and lawn irrigation that utilizes potable water, ground water or<br />

surface water sources;<br />

(3) Uncontaminated ground water infiltration;<br />

(4) Uncontaminated pumped ground water;<br />

(5) Foundation and footing drains;<br />

(6) Uncontaminated air conditioner, compressor, and steam condensate;<br />

(7) Water from crawl space pumps;<br />

(8) Incidental vehicle washing;<br />

(9) Flows from wetlands and riparian habitats;<br />
