These specific planned activities are called minimum control measures and include activities in the following mandatory categories: (1) Public education and outreach on storm water impacts; (2) Public involvement/participation; (3) Illicit discharge detection and elimination; (4) Construction site storm water runoff control; (5) Post-construction storm water management in new development and redevelopment; and (6) Pollution prevention/good housekeeping for municipal operation. 6.2.3 JSC and EF Storm Water Pollution Prevention Teams (SWPPTs) There are two SWPPTs, one for JSC and one for EF. The SWPPTs are the managing boards for the storm water programs at these two facilities. The SWPPTs implement and maintain the SWPPPs, monitor the program, and adjust the plans and program when they determine that the existing plans are ineffective or need improvement. Consult the applicable SWPPP for names of SWPPT members. 6.3 Regulated Processes 6.3.1 Allowable Non-Storm Water Discharges a. JSC, EF, SCTF and EPFOL employees shall allow only the following non-storm water discharges onto the ground or into the storm sewer collection system, as subject to the listed conditions and restrictions. All other non-storm water discharges are prohibited. (1) Potable water line flushing (excluding discharges of hyper-chlorinated water); (2) Runoff from landscape and lawn irrigation that utilizes potable water, ground water or surface water sources; (3) Uncontaminated ground water infiltration; (4) Uncontaminated pumped ground water; (5) Foundation and footing drains; (6) Uncontaminated air conditioner, compressor, and steam condensate; (7) Water from crawl space pumps; (8) Incidental vehicle washing; (9) Flows from wetlands and riparian habitats; Verify correct version before use at http://server-mpo.arc.nasa.gov/Services/CDMSDocs/Centers/JSC/Home.tml. JSC Environmental Compliance Procedural Requirements JPR No. 8550.1A XXXX.X Effective Date: Johnson Space Center • Environmental Compliance Program Expiration Date: Expiration Date: Page Number 3/25/2011 3/25/2016 [Leave Blank] Page 63 of 123 (10) Street, parking lot and sidewalk wash water (without the use of chemicals or detergents); (11) Water from the routine external washing of buildings (without the use of chemicals or detergents); (12) Flows from fire fighting activities (not including training activities); (13) Uncontaminated water used for dust suppression; (14) De-chlorinated swimming pool discharges; and (15) Street wash-water. 6.3.2 SWMP Elements Applicable to All Employees a. Several elements of the SWMP are implemented primarily by the EO or other specific organizations as identified in the SWMP, but JSC employees are responsible for compliance with several measures. JSC employees shall comply with the following sections of the permit and the SWMP: (1) Illicit discharge detection and elimination; (2) Construction site storm water runoff control; and (3) Pollution prevention/good housekeeping for municipal operations. 6.3.3 Best Management Practices (BMPs) a. In order to ensure that no additional pollutants enter rainfall runoff, employees shall follow each BMP that is applicable to activities they perform. b. BMPs generally include good housekeeping practices to use when conducting specific activities outdoors or anywhere that rainfall may contact materials. BMPs typically describe practices or structural devices used to prevent or reduce storm water pollution. BMPs to reduce storm water pollution are found in the JSC SWMP, the JSC SWPPP, the EF SWPPP, and the EPIA SWPPP. BMPs for JSC, EF, SCTF and EPFOL include requirements for the following areas: (1) Storage and lay-down areas (for storage of raw materials, scrap materials, mockups, equipment, vehicles, etc.); (2) Hazardous material/waste storage and management areas; (3) Containments (including placement of temporary [job] fuel tanks, etc. in temporary bermed areas); (4) Aboveground storage tanks (for hazardous materials or wastes, including both permanent and temporary installations, regardless of the time period involved); (5) Fueling and fuel handling areas; Verify correct version before use at http://server-mpo.arc.nasa.gov/Services/CDMSDocs/Centers/JSC/Home.tml.
