Chapter 12.0<br />
Handling and Reporting Spills and Releases<br />
12.1 Scope<br />
a. This chapter outlines the basic requirements and responsibilities of JSC employees for initial<br />
response and notification of all spills and releases of hazardous substances (e.g. chemicals)<br />
that require containment, removal and/or cleanup to prevent potential adverse health impacts<br />
to personnel, damage or loss of equipment, structures, and facilities, and/or hard the<br />
environment at JSC, EF, SCTF, EPFOL and of adjacent off-site property.<br />
b. Spills and releases of chemicals are pervasively regulated by Federal, State, and local laws<br />
administered by various external agencies. There are a wide range of different reporting<br />
thresholds to these agencies dependent upon the quantity of chemical(s) spilled or released,<br />
the toxicity of the chemical(s), and the type of release (air, water, soil, etc.). As JSC maintains<br />
a large quantity of diverse chemicals to conduct its ongoing operation and activities, all spills<br />
and releases of chemicals at JSC (whether small, moderate, or large) shall be reported to the<br />
Emergency Operations Center (EOC). The EOC oversees dispatch of trained emergency<br />
response personnel for containment and cleanup. As necessary and appropriate, the spill<br />
responders will request additional resources. The EO evaluates each spill or release for<br />
notification and reporting to the proper agencies within prescribed time limits (typically not to<br />
exceed 24 hours).<br />
c. Incidents involving radioactive materials and medical waste, including blood borne pathogen<br />
materials, are not within the scope of this chapter.<br />

After the initial report and response, larger incidents shall be managed under the requirements<br />
of JWI 1040.26-The JSC Emergency Preparedness Plan Hazardous Substance<br />
Release/Spills-Appendix 4.<br />
12.2 Regulated Processes<br />
12.2.1 Potentially Reportable Releases<br />
a. This chapter addresses three types of potentially reportable releases:<br />
(1) Spills of hazardous materials or hazardous substances, whether or not the release<br />
migrates to waters of the state or conveyances integrally connected to waters of the state,<br />
such as storm drains, ditches, and drainage systems;<br />
