Chapter 9.0 Pollution Prevention<br />

9.1 Scope<br />

a. The Pollution Prevention chapter outlines requirements regarding pollution prevention at<br />

JSC. Unless specifically stated, all requirements apply to EF, SCTF and EPFOL.<br />

b. Preventing pollution at JSC is specifically focused on reducing the amount of ISW used and<br />

generated onsite.<br />

9.2 Background<br />

9.2.1 Impacts<br />

Activities performed at JSC, including EF, SCTF and EPFOL create a variety of environmental<br />

impacts, both positive and negative. Included in these activities are the use of natural<br />

resources (i.e., water, energy), the generation of hazardous and non-hazardous wastes, the<br />

discharge of wastewater, and the release of air emissions.<br />

9.2.2 Requirements<br />

a. The Pollution Prevention Act of 1990 in conjunction with Executive Orders 13423 and 13514<br />

established a National policy that:<br />

(1) Pollution must be prevented or reduced at the source whenever possible;<br />

(2) Pollution that cannot be prevented must be recycled in an environmentally safe manner;<br />

(3) Pollution that cannot be prevented or recycled must be treated in an environmentally safe<br />

manner; and<br />

(4) If required, disposal or other release into the environment must be employed only as a last<br />

resort if pollution cannot be prevented, recycled, or treated.<br />

9.2.3 Compliance<br />

Compliance with the Pollution Prevention Act and this procedure is mandated through<br />

environmental regulations as set forth by Executive Orders 13423 and 13514, the Texas<br />

Commission on Environmental Quality (TCEQ), and JPD 8500.1, JSC Environmental<br />

Excellence Policy.<br />

9.3 Regulated Processes<br />

9.3.1 Pollution Prevention Process<br />

a. The Pollution Prevention Act of 1990 establishes the Pollution Prevention (P2) hierarchy,<br />

which is used by NASA to evaluate how to reduce or eliminate the generation of pollutants in<br />

day-to-day activities and operations.<br />
