The EPA and USDA have designated specific products for purchase by federal agencies.<br />

When an item falling into one of the designated categories is to be purchased, items are<br />

required to be purchased at or above the minimum level of recovered material content or<br />

biobased content practicable.<br />

11.3.3 EPA Designated Items<br />

The EPA's list of items containing recycled content that federal agencies must prefer when<br />

purchasing may be found at: www.epa.gov/epaoswer/non-hw/procure/products.htm.<br />

11.3.4 USDA Designated Items<br />

The USDA's list of items manufactured from biobased material that federal agencies must<br />

prefer when purchasing may be found at:<br />

www.biobased.oce.usda.gov/fb4p/ProposedAndFinalItemDesignations.aspx .<br />

11.3.5 Designated Item Categories<br />

These products fall into the thirteen (13) major categories listed below. Most categories have a<br />

more detailed list of specific items identified within that category.<br />

NOTE: The EPA and USDA periodically add products or categories of products to these lists<br />

as products become available and economically feasible.<br />

11.4 Responsibilities:<br />

11.4.1 When procuring products or services, all JSC onsite employees (civil service<br />

and contractor) shall:<br />

a. Consult with the EO or Procurement Office, as applicable, early in the procurement process<br />

to facilitate the purchase of designated sustainable acquisition items;<br />

b. Utilize statements of work or contract specifications which eliminate virgin material<br />

requirements, promote the reuse of products and require the use of products that meet the<br />

sustainability requirements in Section 11.2.3 of this chapter, revising statements of work and<br />

specifications to include such requirements;<br />

c. Purchase products that are compliant with EPA, CPG, and USDA BioPreferred<br />

requirements; and<br />
