a. Ensure that adequate resources are provided to ensure compliance with applicable<br />

environmental laws, Executive Orders, NASA policies and the requirements in this procedure.<br />

b. Delegate responsibilities and direct appropriate managers to implement JSC's<br />

environmental programs; and<br />

c. Periodically review effectiveness of the environmental compliance program.<br />

1.7.2 DLOs shall:<br />

a. Implement the requirements of this document for the activities and processes under their<br />

control and direction, which includes contractor activities and the inclusion of environmental<br />

requirements into contracts, as applicable.<br />

b. Ensure that their employees take all required environmental training identified by completion<br />

of the Environmental Training Matrix and that on-the-job training specific to the employee's<br />

responsibilities is provided and documented.<br />

c. Maintain or submit, as applicable, all records required in this document.<br />

d. Provide information requested to complete permits, authorization applications, notices, or<br />

spill and release reports, and periodic reports to regulatory agencies, NASA Headquarters, or<br />

other agencies, to the EO in a timely manner;<br />

e. Identify when environmental procedures are not being adhered to and implement mitigating<br />

and corrective action, as appropriate or identified by the EO;<br />

f. Maintain that failures adhere to procedures and will be reported and documented in<br />

accordance with JSC's EMS;<br />

g. Incorporate the applicable requirements in this document into their local procedures and<br />

ensure that all contractors do the same, as appropriate;<br />

h. Provide representatives of the appropriate level and experience to participate in the JSC<br />

Environmental Stewardship Subcommittee (ESS) and ad hoc working groups in order to<br />

develop and communicate recommended strategies for implementing environmental<br />

compliance requirements and achieving NASA and JSC environmental goals;<br />

i. Stop work immediately when non-compliance with environmental requirements (which may<br />

result in fines) require reporting the non-compliance to regulatory agencies, or a threat of an<br />

unauthorized release to the environment is identified or observed;<br />

j. Notify the EO upon the discovery of any serious non-compliance;<br />

k. Include environmental requirements in their organizational budget for programs, projects,<br />

facilities, and equipment—and in contract and project scopes and cost estimates—in<br />

accordance with NASA's budget and procurement processes;<br />
