(3) Upon receipt of a JF1138, the EO shall work with the PM to determine if any additional<br />

environmental assessment is needed and to identify environmental requirements and<br />

constraints to ensure compliance with regulations and NASA/JSC policy and procedures; and<br />

(4) The EO shall then respond with the identified environmental requirements or constraints.<br />

b. If changes in the project scope occur, a revised JF 1138 shall be completed.<br />

c. For completed JF 1138 checklists older than one year, the PM shall review the JF 1138 and<br />

revise it as needed.<br />

2.3.4 The PM shall:<br />

a. Incorporate the identified requirements within the scope of the project/task;<br />

b. Incorporate identifiable costs and schedule impacts to comply with environmental<br />

requirements into the overall task or project management plan and budget;<br />

c. Incorporate all applicable environmentally preferable purchasing (EPP) criteria into the<br />

design or procurement. See Chapter 11, Sustainable Acquisition, especially section 11.2.3 for<br />

a list of required practices.<br />

d. Be responsible for providing the necessary follow-up information to the EO when information<br />

is requested in order to determine environmental requirements or submit permit applications or<br />

for other required documentation.<br />

e. Ensure that adequate resources are available for environmental support.<br />

f. During the construction or implementation phase, provide installation of any monitoring<br />

equipment or implementation of process controls that have been identified as required by the<br />

EO.<br />

g. Provide resources necessary for environmental support such as ISW transportation and<br />

disposal.<br />

h. At completion of construction (i.e., prior to accepting beneficial occupancy and completion of<br />

the task or project construction/installation), or prior to operating newly installed equipment or<br />

implementing a new process, ensure that the environmental requirements previously identified<br />

by the EO have been completely included or implemented.<br />

2.3.5 The Process Owner or Owner/Operator shall:<br />

2.3.5.1 During operation, maintenance, and the sustaining phase, ensure:<br />

a. Operating and maintenance procedures are developed to ensure that equipment is operated<br />

properly;<br />

b. Training is provided to personnel responsible for operating and maintaining equipment in<br />

accordance with identified environmental constraints;<br />
