JSC Environmental Compliance Procedural Requirements JPR No. 8550.1A XXXX.X Effective Date: Johnson Space Center • Environmental Compliance Program Expiration Date: Expiration Date: Page Number 3/25/2011 3/25/2016 [Leave Blank] Page 20 of 123 (3) Upon receipt of a JF1138, the EO shall work with the PM to determine if any additional environmental assessment is needed and to identify environmental requirements and constraints to ensure compliance with regulations and NASA/JSC policy and procedures; and (4) The EO shall then respond with the identified environmental requirements or constraints. b. If changes in the project scope occur, a revised JF 1138 shall be completed. c. For completed JF 1138 checklists older than one year, the PM shall review the JF 1138 and revise it as needed. 2.3.4 The PM shall: a. Incorporate the identified requirements within the scope of the project/task; b. Incorporate identifiable costs and schedule impacts to comply with environmental requirements into the overall task or project management plan and budget; c. Incorporate all applicable environmentally preferable purchasing (EPP) criteria into the design or procurement. See Chapter 11, Sustainable Acquisition, especially section 11.2.3 for a list of required practices. d. Be responsible for providing the necessary follow-up information to the EO when information is requested in order to determine environmental requirements or submit permit applications or for other required documentation. e. Ensure that adequate resources are available for environmental support. f. During the construction or implementation phase, provide installation of any monitoring equipment or implementation of process controls that have been identified as required by the EO. g. Provide resources necessary for environmental support such as ISW transportation and disposal. h. At completion of construction (i.e., prior to accepting beneficial occupancy and completion of the task or project construction/installation), or prior to operating newly installed equipment or implementing a new process, ensure that the environmental requirements previously identified by the EO have been completely included or implemented. 2.3.5 The Process Owner or Owner/Operator shall: 2.3.5.1 During operation, maintenance, and the sustaining phase, ensure: a. Operating and maintenance procedures are developed to ensure that equipment is operated properly; b. Required inspections and calibrations or other maintenance activities are performed in accordance with manufacturer’s recommendations; and d. Environmental recordkeeping and reporting requirements are defined and implemented 2.3.5.2 Prior to temporary or permanent shutdown, demolition, or decommissioning of any process: a. Prepare a JF1138 EPC; b. Coordinate with the EO to determine whether environmental constraints, such as decontamination or notification to regulatory agencies, may be available; and c. Coordinate with the EO regarding closure requirements and support for the disposition of ISW or wastes that may be generated, as necessary. 2.4 Planning and Associated Documentation Required by the National Environmental Policy Act (NEPA) a. NEPA requires federal agencies to incorporate environmental requirements into decision-making for activities that could significantly affect the environment and to document and solicit public involvement and coordination with other federal and state agencies having jurisdictional authority for environmental compliance. b. NEPA requirements and procedures are established at the Headquarters level through close coordination with the President’s Council on Environmental Quality. Implementation regulations are codified in 14 CFR 1216. NPD 8500.1 NASA Environmental Management and NPR 8580.1 Implementing The National Environmental Policy Act and Executive Order 12114 are the primary implementing policy and guidelines that must be followed to substantiate conformance with NEPA. c. The Environmental Office is responsible for establishing and maintaining the Administrative Record whenever necessary to substantiate compliance with NEPA. d. JSC Organizations affected by the need to prepare formal NEPA-required documentation will be contacted by the Environmental Office and shall provide the resources necessary to prepare the documentation and participate during the various stages of its development. 2.4.1 Actions Subject to Categorical Exclusions (CATEX) 2.4.1.1 Definition and Use of CATEX To reduce the administrative burden, NASA has developed a list of project types that normally will not result in significant adverse impacts. To meet the public disclosure requirements, NASA has gone through the formal rule-making process and this list is published in the Code of Federal Regulations as ―categorical exclusions‖ (CATEX). 2.4.1.2 EO Review The EO is charged with the responsibility for reviewing JSC actions and verifying and documenting that the use of a CATEX is appropriate.
