JSC Environmental Compliance Procedural Requirements JPR No. 8550.1A XXXX.X Effective Date: Johnson Space Center • Environmental Compliance Program Expiration Date: Expiration Date: Page Number 3/25/2011 3/25/2016 [Leave Blank] Page 26 of 123 Chapter 3.0 Managing Industrial Solid Waste (ISW) An ISW is any discarded (or intended to be discarded) liquid, solid, semi-solid, or containerized gas that contains a chemical or a toxic material resulting from or incidental to any process of industry or manufacturing, or mining or agricultural operation, which includes hazardous waste and some items being stored for recycling. 3.1 Scope a. This chapter outlines the requirements for anyone generating or managing ISW at JSC. All requirements apply to JSC, EF, SCTF and EPFOL except for ISW pickup, which does not apply at EPFOL. b. Federal and State regulations regarding the management of ISW are complex and specific to the waste generated. In order to comply with regulations, the EO has developed standardized procedures based on the type of ISW that is being generated and managed. Managing ISW at JSC includes requirements for training, notification, segregation, accumulation, pickup, disposition, and reporting spills and releases. 3.2 Background a. Anyone generating ISW, conducting an activity that may generate ISW in the future, or intending to use an accumulation or storage device shall use the ISW Requirements Quick Reference Guide in Table 1 at the end of this chapter to help determine the notification, labeling, accumulation, storage, and waste pickup requirements. b. Currently, at JSC or EF, there are no stationary ISW storage tanks that would contain an accumulation of hazardous waste constructed of non-earthen materials (i.e., wood, concrete, steel, plastic) that provide structural support or any associated ancillary equipment. c. Stationary permanent ISW storage tanks are regulated by State and Federal regulations, and have special notification, permitting and management requirements. Construction or installation of an ISW storage tank is prohibited unless expressly authorized by the EO. d. Refer to Chapter 4.0, Recycling and Managing Other Solid Wastes, for procedures regarding trash generation and disposal. e. Burning of any ISW or trash is strictly prohibited onsite. f. Refer to the list of ISW types or activities, and identify the specific sections of this chapter that apply to the ISW, activity or accumulation storage device. The processes discussed below are required for each ISW type generated at a specific location. 3.3 Regulated Processes—General Requirements 3.3.1 Waste Evaluation Verify correct version before use at http://server-mpo.arc.nasa.gov/Services/CDMSDocs/Centers/JSC/Home.tml. The Material Safety Data Sheet (MSDS) and product labels are two primary sources of information concerning handling of ISW generated from using the product. The evaluation shall consider all the following: (1) Segregation issues (if any ISW can be safely mixed or stored together); (2) ISW accumulation container type (i.e., plastic, glass or special); (3) ISW container size; (4) ISW accumulation location; (5) ISW accumulation time limits; (6) ISW accumulation area inspection requirements; and (7) Special or additional requirements for laboratories that use multiple chemicals and generate ISW mixtures. For each waste generated, ISW generators shall: (1) Notify the EO by completing a form JF1104, Waste Notification, prior to initially generating the waste. (2) Submit a revised form JF1104, Waste Notification, prior to any change in the process that produces the ISW (e.g., change in products used or quantity of waste generated). 3.4.2 Request for Drums and Carboys a. For quantities that can be managed in a carboy or 55 gallon drum, ISW generators shall request a carboy or drum. b. ISW generators requiring a carboy or 55 gallon drum shall submit a request to Work Control (x32038). c. Generally, the carboy or drum shall be delivered within three working days of the request, if adequate, and if accurate information has been provided. 3.4.3 Request for Bulk Containers Verify correct version before use at http://server-mpo.arc.nasa.gov/Services/CDMSDocs/Centers/JSC/Home.tml.
