Chapter 11.0<br />
Sustainable Acquisition<br />
11.1 Scope<br />
a. This chapter applies to all employees at JSC, EF, SCTF, and EPFOL. This includes<br />
contractors conducting direct purchases for NASA, as well as onsite contractors and<br />
subcontractors purchasing products and services to fulfill their contractual activities.<br />
b. The process of specifying or buying items that contain recycled, recovered or biobased<br />
content or other environmentally preferable purchasing is called sustainable acquisition.<br />
11.2 Background and Authority<br />
11.2.1 Executive Orders<br />
Executive Orders 13423, Strengthening Federal Environmental, Energy, and Transportation<br />
Management; and 13514, Leadership in Environmental, Energy, and Economic Performance;<br />
and NPR 8530.1, Affirmative Procurement Program and Plan for Environmentally Preferable<br />
Products require JSC to use sustainable environmental practices in the acquisition of all goods<br />
and services.<br />
11.2.2 Applicability<br />
Sustainable environmental practices in acquisition requirements apply to all specifications for<br />
the purchase of goods, materials, supplies, and services, including micro-purchases, unless<br />
specifically excluded within this chapter.<br />
11.2.3 Sustainable environmental practices in acquisition requirements shall apply to:<br />
a. Energy efficiency, greenhouse gas emission avoidance or reduction and petroleum product<br />
use reduction;<br />
b. Use of renewable energy, including bioenergy;<br />
c. Water conservation;<br />
d. Acquisition;<br />
e. Pollution and waste prevention and recycling;<br />
f. Reduction or elimination of the acquisition and use of toxic or hazardous chemicals;<br />
g. High performance construction, lease, operation, and maintenance of buildings;<br />
h. Vehicle fleet management; and<br />
i. Electronic stewardship.<br />
11.2.4 Contractors<br />
