Executive Order (EO) 13514 stipulates that contractors operating government-owned facilities<br />

or vehicles shall comply with the provision of this EO to the same extent as the Agency would<br />

be required to comply if the Agency operated the facilities or vehicles.<br />

11.2.5 New Contracts<br />

Under EO 13514, all agencies shall ensure that 95 percent of new contract actions for<br />

products and services, with the exception of acquisition of weapon systems, are energy<br />

efficient (Energy Star or Federal Energy Management Program (FEMP) designated), water<br />

efficient, biobased, environmentally preferred, non-ozone depleting, contain recycled content,<br />

or are non-toxic alternatives.<br />

11.2.6 JSC, as a center, shall:<br />

a. Purchase environmentally preferable products and services to the maximum extent<br />

practicable; and<br />

b. Review and revise specifications and standards, as applicable, to eliminate barriers to the<br />

preference for recovered materials.<br />

11.2.7 All JSC individuals, organizations, and onsite contractors shall:<br />

a. Purchase environmentally preferable products and services to the maximum extent<br />

practicable;<br />

b. Have a waiver in place when purchasing a designated item that does not contain the<br />

recommended recycled or biobased content due to a valid justification;<br />

c. Consider the use of consensus specifications and/or standards which are maintained for<br />

reference at http://nasarecycles.nasa.gov/index.htm;<br />

d. Submit and revise specifications and standards to eliminate barriers for using<br />

environmentally preferable products and services; and<br />

e. Provide data, when requested, to support annual Center and Agency Sustainable<br />

Acquisition Progress Reports.<br />

11.3 Requirements<br />

11.3.1 Acquisition of Products<br />

The remainder of this chapter will focus on requirements related to acquisition of products to<br />

meet the Environmental Protection Agency's (EPA) Comprehensive Procurement Guideline<br />

(CPG) and the United States Department of Agriculture's (USDA) BioPreferred Designated<br />

Items.<br />
