c. Required inspections and calibrations or other maintenance activities are performed in<br />
accordance with manufacturer’s recommendations; and<br />
d. Environmental recordkeeping and reporting requirements are defined and implemented<br />
2.3.5.2 Prior to temporary or permanent shutdown, demolition, or decommissioning of<br />
any process:<br />
a. Prepare a JF1138 EPC;<br />
b. Coordinate with the EO to determine whether environmental constraints, such as<br />
decontamination or notification to regulatory agencies, may be available; and<br />
c. Coordinate with the EO regarding closure requirements and support for the disposition of ISW or<br />
wastes that may be generated, as necessary.<br />
2.4 Planning and Associated Documentation Required by the National Environmental<br />
Policy Act (NEPA)<br />
a. NEPA requires federal agencies to incorporate environmental requirements into decision-making<br />
for activities that could significantly affect the environment and to document and solicit public<br />
involvement and coordination with other federal and state agencies having jurisdictional authority<br />
for environmental compliance.<br />
b. NEPA requirements and procedures are established at the Headquarters level through close<br />
coordination with the President’s Council on Environmental Quality. Implementation regulations are<br />
codified in 14 CFR 1216. NPD 8500.1 NASA Environmental Management and NPR 8580.1<br />
Implementing The National Environmental Policy Act and Executive Order 12114 are the primary<br />
implementing policy and guidelines that must be followed to substantiate conformance with NEPA.<br />
c. The Environmental Office is responsible for establishing and maintaining the Administrative<br />
Record whenever necessary to substantiate compliance with NEPA.<br />
d. JSC Organizations affected by the need to prepare formal NEPA-required documentation will be<br />
contacted by the Environmental Office and shall provide the resources necessary to prepare the<br />
documentation and participate during the various stages of its development.<br />
2.4.1 Actions Subject to Categorical Exclusions (CATEX)<br />
2.4.1.1 Definition and Use of CATEX<br />
To reduce the administrative burden, NASA has developed a list of project types that normally<br />
will not result in significant adverse impacts. To meet the public disclosure requirements,<br />
NASA has gone through the formal rule-making process and this list is published in the Code<br />
of Federal Regulations as ―categorical exclusions‖ (CATEX).<br />
2.4.1.2 EO Review<br />
The EO is charged with the responsibility for reviewing JSC actions and verifying and<br />
documenting that the use of a CATEX is appropriate.<br />
