b. Assist in market research necessary to determine the availability of environmentally
preferable goods and services;
c. Ensure that solicitations and contracts contain the appropriate provisions, FAR clauses, data
requirements descriptions, and applicable Center specific language to implement Sustainable
Acquisition requirements; and
d. Track Center purchases and provide required information related to the purchase of EPA,
CPG, and USDA BioPreferred designated items, as requested by the Environmental Office, for
compilation into the annual Center report to Headquarters.
11.5 JSC Waiver Process
11.5.1 Waiver Process for CPG and BioPreferred Designated Items
a. The waiver process applies to all CPG and BioPreferred designated item purchases except
micro-purchases (credit card purchases less than $3000).
(1) Micro-purchases shall comply with CPG and BioPreferred recycled and biobased content
requirements, unless the purchase meets one of the allowed justifications listed in Section 11.5.2.
(2) To determine the applicability of these requirements for each purchase, the actionee
identified below shall:
(a)
Requisitioner Determine if the item(s) being purchased is a designated
item (listed on the EPA’s designated CPG list or the USDA's
BioPreferred list as requiring recycled or biobased content).
(b)
a. If the item is not a designated item, follow normal
purchasing procedures and procure the item since it does
not require further documentation related to recycled or
biobased content. Check the appropriate box under the
Affirmative Procurement section on NASA Form (NF) 1707,
Certifications and Special Approvals for IFM Purchases.

(or)
b. If it is on one of the designated lists proceed to 11.5.1.2.b
Requisitioner Specify and purchase the proposed item(s) with at least the
minimum designated percent recycled or biobased content.
Check the appropriate box under the Affirmative
Procurement section on NF 1707. Track information on
purchase(s). (end of process)
(or)
If the item cannot be purchased with the minimum recycled
or biobased content, proceed to 11.5.2
