6.5 Personnel Training and Certification Requirements<br />
a. Personnel who perform any of the following functions shall annually complete storm water<br />
pollution prevention training (available online or by contacting the EO):<br />
(1) Handle any type of material, product, chemical, or waste (i.e. paints, solvents, fuel,<br />
petroleum products, oils, greases, lubricants, soaps, detergents, corrosives, etc.) outdoors or<br />
where storm water may come into contact with it;<br />
(2) Maintain vehicles, aircraft or other equipment where storm water may come into contact<br />
with oil or chemicals used during the activities;<br />
(3) Wash vehicles, aircraft or other equipment where the wash water may enter a storm drain<br />
or flow onto the ground;<br />
(4) Operate or store heavy machinery or other off-road equipment;<br />
(5) Store, handle or transfer raw materials or excess supplies outdoors;<br />
(6) Place materials in rolloffs, dumpsters or scrap metal bins to dispose of materials;<br />
(7) Work in an area that uses or stores wood or wood pallets;<br />
(8) Recycle mixed paper or cardboard;<br />
(9) Dig or disturb soil or vegetative cover in any manner;<br />
(10) Stockpile soil, sand, gravel, or other aggregate materials;<br />
(11) Are a member of the Storm Water Pollution Prevention Team;<br />
(12) Supervise employees that perform any of the functions above;<br />
(13) Facility Managers or Alternate Facility Managers of a building or area where the above<br />
functions are performed; or<br />
(14) COTRs or Technical Management Representatives of a contract or portion of a contract<br />
where the contractor performs any of the above activities.<br />
6.6 Records and Forms<br />
a. ―Excavation and Boring Permit‖ records are kept by the EO, for a period of 3 years after<br />
completion of the project.<br />
b. The Construction Site Operator, identified in the NOI, shall maintain a copy of the SWPPP<br />
and all related records required for small and large construction projects during the<br />
construction activity.<br />
c. After the construction activity is terminated and the construction contractor leaves JSC, the<br />
files from 2, above, is transferred to the CO or COTR and shall be maintained, as applicable, in<br />
the official project files and retained for at least 3 years following completion of the project.<br />
