2.4.1.3 Use of JF1119<br />
Upon request from the EO, JSC Organizations affected by the need to document the use of a<br />
CATEX shall prepare a JF1119, ―NEPA Environmental Checklist and Record of Consideration‖<br />
and provide the resources necessary to prepare the description of the project in sufficient<br />
detail to justify the use of the CATEX.<br />
2.4.2 Actions Requiring an Environmental Assessment (EA)<br />
a. Actions that are not as large as programmatic actions but require formal public participation<br />
in the decision-making process due to the magnitude of environmental effects or that could be<br />
highly controversial may require the preparation of an Environmental Assessment (EA). An EA<br />
is normally much more narrowly focused than an EIS. The purpose of the EA is to disclose to<br />
the public the various alternatives that were considered and describe the proposed alternative<br />
in sufficient detail such that the environmental effects are fully evaluated. An EA may also<br />
include mitigation measures that will be incorporated into the project during its lifecycle. An EA<br />
will normally lead to a ―Finding of No Significant Impact‖ (FONSI), which must be approved by<br />
the Center Director.<br />
(1) Examples of projects that could require and EA include:<br />
(a) New facilities or buildings, or significant interior and exterior modifications or uses of existing<br />
buildings;<br />
(b) Expansion of the footprint of an existing facility;<br />
(c) Research grants; and<br />
(d) Certain Research and Development Activities<br />
2.4.3 Actions Requiring an Environmental Impact Statement (EIS)<br />
a. Significant actions are generally programmatic or of similar scale to programmatic actions.<br />
These actions require full public disclosure and encourage public participation in the decisionmaking<br />
process. In most cases, preparation of an EIS is led primarily by NASA Headquarters.<br />
b. Examples of Federal actions that may require this most robust and regimented public<br />
participation process include:<br />
(1) Space flight projects;<br />
(2) New or continuing research and development activities that have changed materially in scope;<br />
(3) Permits or agreements with other Federal, State, local or private parties involving the use of<br />
NASA property, facilities, or services; and<br />
(4) Purchase, sale, or transfer of property.<br />
