JSC Environmental Compliance Procedural Requirements JPR No. 8550.1A XXXX.X Effective Date: Johnson Space Center • Environmental Compliance Program Expiration Date: Expiration Date: Page Number 3/25/2011 3/25/2016 [Leave Blank] Page 76 of 123 All users of regulated oil or oil-filled equipment containers 55-gallons or greater must notify the EO that the storage units or equipment have been included within the oil-filled equipment inventory within the applicable SPCC Plan. 7.3.3 Regulated Oil-containing Vessels a. The following are general categories of regulated oil containing vessels that are found at JSC, EF, and SCTF: (1) Bulk fuel tanks (above-ground), storing primarily diesel and gasoline as back-up fuel for the generation of steam and electrical power and also used to fuel ground support vehicles and mobile equipment; (2) Emergency generator day tanks; (3) Electrical transformers and switches containing dielectric fluids; (4) Hydraulic power units; examples include elevators, hydraulic simulators, and similar equipment; (5) Oil and oil products stored in 55-gallon drums at various storage areas; (6) Oil-water separators and grease traps; and (7) Portable equipment oil reservoirs (i.e., generators, tanks on fueling trucks, etc.). NOTE: Fuel tank(s) on motor vehicles used for powering the vehicle itself are explicitly excluded from the definition of regulated units. 7.3.4 All regulated units shall be equipped with one of the following: a. Passive containment, including but not limited to impervious secondary containment devices or diversionary structures with a minimum capacity of 110 percent of the volume of the single largest container or unit within the area; b. Active containment, including but not limited to a means to detect a release and respond before any oil is able to reach a storm drain or waters of the U.S.; c. An alternative means of containment that is reviewed and approved by the EO as meeting the required performance criteria. 7.3.5 Oil containers or oil-filled equipment 55-gallons or greater in size a. All oil containers or oil-filled equipment 55-gallons or greater in size, unless explicitly exempted through a demonstration of an adequate alternative means of containment, shall be equipped with: (1) Secondary structures with a minimal capacity of 110 percent of the single largest container within the unit. (3) Draining of accumulated rainwater shall only be performed by authorized personnel trained in conducting proper visual inspection and documenting of these activities. 7.3.6 Fuel transfers shall be performed in a manner that precludes a release to waters of the U.S. at a minimum: a. Fuel transfers shall be attended at all times by trained personnel. b. Records of fuel transfers shall be made, including the date and location of the transfer, the quantity and type of fuel transferred, and any notations regarding an observed release. c. Should a release occur during fuel transfer, the EOC shall be notified immediately. d. Appropriate precautions shall be taken to avoid sparks, including, but not limited to, properly grounding units during transfers. e. Appropriate precautions are to be taken to collect a release before it can migrate to waters of the U.S., including installation of adequately sized portable secondary containment if a permanent (passive) system is not available. f. Procedures and equipment shall be in place to prevent overfilling, and overfilling equipment and devices must be adequately maintained and operational. g. Wheels of the transfer vehicle shall be chocked before beginning the transfer. 7.4 Responsibilities 7.4.1 Everyone who operates, maintains, monitors, or is involved in the management of regulated oil storage units shall: a. Properly operate, maintain, and inspect facilities to prevent the discharge of oil into waters of the U.S.; b. Immediately report any discovered oil spills to the emergency operation center (Dial X33333 for JSC and SCTF; dial X44444 at EF); and c. Contact the EO prior to installing a new regulated oil storage unit, or modifying or removing an existing regulated oil storage unit. 7.4.2 FMs shall: Be aware of the regulated units and operations in their assigned areas that have regulated oil storage locations. 7.4.3 DLOs shall: Verify correct version before use at http://server-mpo.arc.nasa.gov/Services/CDMSDocs/Centers/JSC/Home.tml.
