(2) Adequately sized passive containment systems (berms) with a means of collecting, and<br />

gravity-draining accumulated rain water from the containment structure.<br />

(3) Draining of accumulated rainwater shall only be performed by authorized personnel trained<br />

in conducting proper visual inspection and documenting of these activities.<br />

7.3.6 Fuel transfers shall be performed in a manner that precludes a release to waters<br />

of the U.S. at a minimum:<br />

a. Fuel transfers shall be attended at all times by trained personnel.<br />

b. Records of fuel transfers shall be made, including the date and location of the transfer, the<br />

quantity and type of fuel transferred, and any notations regarding an observed release.<br />

c. Should a release occur during fuel transfer, the EOC shall be notified immediately.<br />

d. Appropriate precautions shall be taken to avoid sparks, including, but not limited to, properly<br />

grounding units during transfers.<br />

e. Appropriate precautions are to be taken to collect a release before it can migrate to waters<br />

of the U.S., including installation of adequately sized portable secondary containment if a<br />

permanent (passive) system is not available.<br />

f. Procedures and equipment shall be in place to prevent overfilling, and overfilling equipment<br />

and devices must be adequately maintained and operational.<br />

g. Wheels of the transfer vehicle shall be chocked before beginning the transfer.<br />

7.4 Responsibilities<br />

7.4.1 Everyone who operates, maintains, monitors, or is involved in the management<br />

of regulated oil storage units shall:<br />

a. Properly operate, maintain, and inspect facilities to prevent the discharge of oil into waters of<br />

the U.S.;<br />

b. Immediately report any discovered oil spills to the emergency operation center (Dial X33333<br />

for JSC and SCTF; dial X44444 at EF); and<br />

c. Contact the EO prior to installing a new regulated oil storage unit, or modifying or removing<br />

an existing regulated oil storage unit.<br />

7.4.2 FMs shall:<br />

Be aware of the regulated units and operations in their assigned areas that have regulated oil<br />

storage locations.<br />

7.4.3 DLOs shall:<br />
