m. Ensure that all appropriate environmental requirements are approved by the EO and in
place before initiating a program, equipment, activity or process. This includes contacting the
EO prior to generating or modifying a new or existing air emission source, wastewater
discharge, or waste source or waste accumulation point; and coordinating with the EO on all
designs for new or replacement facilities and all modifications to existing facilities that will
result in the potential generation or emission of wastes or pollutants;
n. Include the evaluation of environmentally friendly preferable alternatives when specifying,
designing or modifying processes, procedures, equipment, or facilities that have the potential
to emit or generate pollutants;
o. Evaluate and consider the substitution of non-polluting materials;
p. Whenever possible, identified sources of pollution shall be minimized or eliminated through
the use of feasible source reduction, engineering or administrative controls; and
q. Evaluate new materials or processes for the possibility of an accidental release of air or
water pollution;
r. Include suitable safeguards and emergency response activities in the design.
1.7.3 JSC Environmental Office (EO) shall:
a. Interpret Federal, State, and local regulations, and NASA procedures and requirements;
b. Consult with the JSC Legal Office, as appropriate, on interpretation of rules. The Legal
Office is the final authority on interpretation;
c. Confer with knowledgeable process personnel and other stakeholders to determine the
applicability of environmental requirements to JSC activities;
d. Recommend strategies to management to implement the requirements;
e. Act as the Center’s single point of contact for communicating with Federal, State, and local
agencies regarding environmental requirements and reporting;
f. Be solely responsible for obtaining all permits, providing regulatory notifications, obtaining all
authorizations and reporting releases;
g. Provide required environmental training for all employees (except for specialized training for
certain environmental professionals, operators or laborers and other specialized training that
must be obtained from certified or authorized trainers);
h. Assist supervisors and employers to determine required environmental training by
maintaining a training matrix used to identify required and recommended training;
i. Provide expertise and consultation to JSC employees on any aspect of JSC's environmental
program, as needed;
