m. Ensure that all appropriate environmental requirements are approved by the EO and in<br />
place before initiating a program, equipment, activity or process. This includes contacting the<br />
EO prior to generating or modifying a new or existing air emission source, wastewater<br />
discharge, or waste source or waste accumulation point; and coordinating with the EO on all<br />
designs for new or replacement facilities and all modifications to existing facilities that will<br />
result in the potential generation or emission of wastes or pollutants;<br />
n. Include the evaluation of environmentally friendly preferable alternatives when specifying,<br />
designing or modifying processes, procedures, equipment, or facilities that have the potential<br />
to emit or generate pollutants;<br />
o. Evaluate and consider the substitution of non-polluting materials;<br />
p. Whenever possible, identified sources of pollution shall be minimized or eliminated through<br />
the use of feasible source reduction, engineering or administrative controls; and<br />
q. Evaluate new materials or processes for the possibility of an accidental release of air or<br />
water pollution;<br />
r. Include suitable safeguards and emergency response activities in the design.<br />
1.7.3 JSC Environmental Office (EO) shall:<br />
a. Interpret Federal, State, and local regulations, and NASA procedures and requirements;<br />
b. Consult with the JSC Legal Office, as appropriate, on interpretation of rules. The Legal<br />
Office is the final authority on interpretation;<br />
c. Confer with knowledgeable process personnel and other stakeholders to determine the<br />
applicability of environmental requirements to JSC activities;<br />
d. Recommend strategies to management to implement the requirements;<br />
e. Act as the Center’s single point of contact for communicating with Federal, State, and local<br />
agencies regarding environmental requirements and reporting;<br />
f. Be solely responsible for obtaining all permits, providing regulatory notifications, obtaining all<br />
authorizations and reporting releases;<br />
g. Provide required environmental training for all employees (except for specialized training for<br />
certain environmental professionals, operators or laborers and other specialized training that<br />
must be obtained from certified or authorized trainers);<br />
h. Assist supervisors and employers to determine required environmental training by<br />
maintaining a training matrix used to identify required and recommended training;<br />
i. Provide expertise and consultation to JSC employees on any aspect of JSC's environmental<br />
program, as needed;<br />
