For example, accumulate-in one drum-all engine oil from motor vehicles, vacuum pumps and other equipment; (2) Label containers as ―used oil‖ (not waste oil); and (3) Mark any oil stored or removed from the Alusol coolant recycling unit at B10 as ―used oil‖. b. In complying with requirements, generators shall label oil removed from chillers or other equipment that may contain Freon or other halogenated solvents as ―Halogenated Waste Oil.‖ Note: Used oil is defined as any oil that has been refined from crude oil or any synthetic oil that has been used and, as a result, is spent or no longer usable. Used oil that has not come into contact with Freon or other halogenated compounds may be recycled. 3.7 Storage Location Requirements 3.7.1 General Location Requirements a. ISW is often generated in increments or aliquots, so ISW containers shall be used to accumulate the ISW at the point of generation until there is enough for pickup for disposal. (1) ISW shall be accumulated in a location that is secure and appropriate. (2) ISW containers shall be stored in locations protected from the weather, when possible. (3) If ISW is stored outdoors and in large quantities (55 gallons or more), the generator shall provide containment that will hold the waste and any rain water if the container should leak. (4) Generators shall not store ISW containers in vent hoods unless there is no other safe alternative. 3.7.2 Satellite Accumulation Areas (SAAs) a. All ISW generated onsite, with the exception of bulk wastes accumulated in quantities exceeding 55 gallons, shall be managed within an SAA; b. SAAs shall be designated near the generation point for each type of ISW. For example: used oil, used oil filters, and used oil rags accumulated within the same room, will each have an individual designated SAA; c. SAAs may be adjacent to each other, but each shall be demarcated individually; d. SAAs shall be set up before the ISW is generated and placed in it; e. Contact the EO to register your SAA; and f. Generators shall only accumulate up to 55 gallons of ISW (if not acutely hazardous) before calling for waste pickup. b. Accumulation times shall comply with the following requirements: (1) For laboratories, do not accumulate waste in a container for more than three months. (2) For all other areas, do not accumulate waste for more than six months. Note: Acutely hazardous wastes have different storage limits. However, acutely hazardous wastes are rarely generated at JSC and will be flagged and the generator notified of requirements when the form JF1104 is submitted. 3.8.2 Prohibitions a. Generators shall never move waste from one SAA to another SAA. b. Generators shall never bring wastes from an offsite facility (e.g. contractor owned or leased facility) to JSC or transfer wastes from one site (JSC, EF, SCTF, EPFOL) to another. 3.8.3 Secondary Containment Requirements a. Generators shall obtain a secondary containment structure if the total capacity of liquid waste storage at a location is greater than 55 gallons and is outdoors (i.e., when there are multiple, adjacent SAAs and the aggregate capacity of all SAAs). b. The secondary containment structure shall be impervious and be able to hold the entire capacity of the largest container plus either contain or divert a 10-inch rainfall amount. c. Generators shall only contact the Facilities Contractor for draining. Containment draining and removal of drain caps by any other individuals is prohibited. d. Generators shall call Facilities Work Control, at X32038, if a waste containment structure is leaking, full or overflowing, or if waste or material has been spilled into the containment. e. Contact the EO for additional requirements related to secondary containments. 3.8.4 Shipment for Disposal a. The generator shall record the date that waste is first placed in the device in order to ensure that the date is tracked and the requirement is met.
