The Custodial Contract Program Manager shall maintain records of monthly waste disposal and recycling weights for paper, cardboard, plastic bottles and aluminum cans. b. The Center Operations Directorate Logistics Department shall track recycled scrap metal, tires, wooden pallets and toner cartridges. c. This chapter outlines the requirements, policies and procedures for equipment that produces air emissions at JSC, EF, SCTF, and EPFOL. This includes implementing requirements during the design, construction, operation, modification, replacement, and decommissioning of new and existing facilities that contribute airborne contaminants to the atmosphere. b. All facilities or sources of air contaminants, no matter how big or small, are required to obtain some form of authorization. Authorization to operate stationary sources, (not mobile sources, i.e. automobiles) is required from the Texas Commission on Environmental Quality (TCEQ) and is required to be operated and maintained in compliance with applicable Federal and State requirements. 5.2 Regulated Processes 5.2.1 Air Emissions Processes that emit air contaminants to the atmosphere, including, but not limited to, combustion byproducts, nitrogen oxides, sulfur oxides, particulates, toxic organic and inorganic constituents, or other non-inert gases shall be evaluated for applicability of emissions regulations, permitting requirements, and emissions restrictions. 5.2.2 Fugitive Emissions Organizations that use chemicals or fuels where there is a potential to emit air contaminants shall have a process for accurately tracking usage. The EO from the JSC Hazardous Materials Inventory will collect this information from organizations in order to compile annual emissions reports to regulatory agencies. 5.2.3 Emission Sources a. The following is a list of current JSC processes that are regulated under Federal and State air regulations. The EO—prior to purchase, installation, modification, replacement, elimination, decommissioning, or ceasing operation—shall evaluate activities, processes, and equipment related to this list. (1) Abrasive blasting (2) Laser cutting (3) Coating and painting operations (indoor and outdoor) (4) Cleaning and surface preparation (includes paint stripping, solvent and steam cleaning) (5) External combustion sources (boilers, water heaters, space heaters, flares, waste incinerators) Verify correct version before use at http://server-mpo.arc.nasa.gov/Services/CDMSDocs/Centers/JSC/Home.tml.
