5.4.3 DLOs shall:<br />

a. Ensure that employees under their direction are aware of any applicable air permit<br />

requirements and emissions limits;<br />

b. Ensure that the EO is contacted prior to initiating a new or modified process or purchasing<br />

equipment that may emit air contaminants; and<br />

c. Ensure that any new or changed material or process is evaluated for the possibility of an<br />

accidental release of air pollution and, if such a possibility exists, suitable safeguards and<br />

emergency response activities are included in the design.<br />

5.4.4 Clinical Services Branch shall:<br />

Provide the EO with accurate annual reports on the amount and type of chemicals used and<br />

stored at each JSC, EF, SCTF, and EPFOL.<br />

5.4.5 The EO shall:<br />

a. Prepare monthly and yearly metrics and reports to comply with Federal and State air<br />

regulations.<br />

b. Obtain and maintain emissions inventory documentation involved in facilities programs,<br />

which may affect the quality of the environment.<br />

c. Place and maintain air emission tags on all regulated equipment.<br />

d. Submit timely notifications for emission events, scheduled maintenance, startup or<br />

shutdown activities, to TCEQ, and obtain any permits or authorizations as required.<br />

5.5 Personnel Training and Certification Requirements<br />

5.5.1 General Air Emissions Training<br />

Air emissions training is not mandatory. However, personnel involved in the design,<br />

construction, operation, maintenance, modification, or decommissioning of air emissions<br />

sources and their supervisors are encouraged to complete air emissions training available by<br />

contacting the EO.<br />

5.5.2 ODS Servicing Training<br />

Personnel servicing ODS refrigerant-containing equipment shall obtain and maintain EPA<br />

certification. Obtaining and documenting this training is the responsibility of the DLO or<br />

contractor.<br />

5.5.3 Halon Equipment Servicing Training<br />
