d. Employees disposing of ODS refrigerant-containing equipment shall comply with Federal<br />
and JSC requirements. Refer to CWI JB9W-12 ―JSC Instructions for Excess and Disposal of<br />
Government Property‖, Section 10.1.4 Hazardous Items.<br />
e. Employees disposing of refrigerants removed or reclaimed from its facilities or equipment<br />
shall contact the EO prior to disposal.<br />
5.3.2 Certified Technicians and Recovery Equipment<br />
a. All employees, including contractors and subcontractors, servicing ODS refrigerantcontaining<br />
equipment shall comply with applicable requirements, including:<br />
(1) The use of EPA-certified technicians; and<br />
(2) The use of EPA-certified and registered recovery/recycling units.<br />
(a) Intentional venting of ODS refrigerants and substitutes into the atmosphere is prohibited.<br />
(b) All refrigerant leaks or releases greater than 25 pounds shall be reported immediately to<br />
the EO.<br />
(c) Maintenance activities on ODS containing equipment shall be recorded in the ―Equipment<br />
Refrigerant Servicing Log.‖<br />
5.3.3 Contract Program Managers shall:<br />
Annually report specified ODS information to the EO in accordance with the Environmental and<br />
Energy Consuming Product Compliance Reports Data Requirements Description (DRD).<br />
5.4 Responsibilities<br />
5.4.1 All personnel who generate, operate, monitor, or are involved in the<br />
management of air emission sources, shall:<br />
a. Contact the EO prior to modifying or replacing an existing (or installing a new) air emission<br />
source.<br />
b. Coordinate with the EO on all designs for new facilities and all modifications or replacement<br />
to existing facilities that will result in the emission of pollutants to the atmosphere.<br />
c. Maintain, operate and calibrate required pollution abatement and monitoring equipment.<br />
d. Contact the EO a minimum of 14 calendar days prior to a planned maintenance, startup or<br />
shutdown activity that could result in unauthorized air emissions.<br />
5.4.2 Facility Managers (FMs) shall:<br />
Know the facilities, operations and associated requirements in their areas of responsibility that<br />
are, or have the potential to be, sources of air pollution.<br />
