Chapter 10.0<br />

Managing Polychlorinated Biphenyls (PCBs)<br />

10.1 Scope<br />

Most equipment containing PCBs have been removed from JSC, but the remaining equipment<br />

may stay in service for the duration of their useful life, as long as they are managed properly<br />

and are not leaking. The requirements in this chapter are generally associated with facility<br />

modification, reconfiguration, maintenance, demolition, or disposal of these items.<br />

10.2 Background<br />

10.2.1 Chemical Description<br />

Polychlorinated Biphenyls (PCBs) are a class of organic compounds with 1 to 10 chlorine<br />

atoms attached to biphenyl, which is a molecule composed of two benzene rings. PCBs were<br />

widely used for many applications, especially as dielectric fluids in transformers, capacitors,<br />

and coolants. Due to PCB's toxicity and classification as a persistent organic pollutant, PCB<br />

production was banned by the United States Congress in 1979.<br />

10.2.2 Toxic Substances Control Act<br />

PCBs in concentrations at or above 50 parts per million (ppm) are regulated by the federal<br />

Toxic Substances Control Act. PCBs in concentrations below 50 ppm are regulated as<br />

industrial solid waste and controlled by TCEQ, (Chapter 3, Industrial Solid Waste).<br />

10.2.3 PCB Locations<br />

PCBs are most frequently found in electrical equipment (transformers, capacitors, switches,<br />

ballasts), hydraulic elevator fluid, and in some products like paint and caulk that were<br />

manufactured prior to 1980.<br />

10.3 Regulated Processes<br />

10.3.1 Electrical Equipment<br />

a. Employees shall comply with the following requirements regarding any markings or labeling<br />

indicating the PCBs content of any electrical equipment:<br />

(1) Do not remove, paint over, or deface markings or labels in any way; and<br />

(2) Locate markings and labels on the faceplate or directly adjacent to it.<br />

(3) Employees at JSC shall use only electrical equipment or fluids that are documented to<br />

contain less than 1 ppm PCBs.<br />

(4) Employees shall notify the EO prior to the removal of any electrical equipment containing<br />

dielectric fluid in order to verify PCBs status and develop a strategy for ultimate disposition.<br />
