JSC Environmental Compliance Procedural Requirements JPR No. 8550.1A XXXX.X Effective Date: Johnson Space Center • Environmental Compliance Program Expiration Date: Expiration Date: Page Number 3/25/2011 3/25/2016 [Leave Blank] Page 22 of 123 2.4.1.3 Use of JF1119 Upon request from the EO, JSC Organizations affected by the need to document the use of a CATEX shall prepare a JF1119, ―NEPA Environmental Checklist and Record of Consideration‖ and provide the resources necessary to prepare the description of the project in sufficient detail to justify the use of the CATEX. 2.4.2 Actions Requiring an Environmental Assessment (EA) a. Actions that are not as large as programmatic actions but require formal public participation in the decision-making process due to the magnitude of environmental effects or that could be highly controversial may require the preparation of an Environmental Assessment (EA). An EA is normally much more narrowly focused than an EIS. The purpose of the EA is to disclose to the public the various alternatives that were considered and describe the proposed alternative in sufficient detail such that the environmental effects are fully evaluated. An EA may also include mitigation measures that will be incorporated into the project during its lifecycle. An EA will normally lead to a ―Finding of No Significant Impact‖ (FONSI), which must be approved by the Center Director. (1) Examples of projects that could require and EA include: (a) New facilities or buildings, or significant interior and exterior modifications or uses of existing buildings; (b) Expansion of the footprint of an existing facility; (c) Research grants; and (d) Certain Research and Development Activities 2.4.3 Actions Requiring an Environmental Impact Statement (EIS) a. Significant actions are generally programmatic or of similar scale to programmatic actions. These actions require full public disclosure and encourage public participation in the decisionmaking process. In most cases, preparation of an EIS is led primarily by NASA Headquarters. b. Examples of Federal actions that may require this most robust and regimented public participation process include: (1) Space flight projects; (2) New or continuing research and development activities that have changed materially in scope; (3) Permits or agreements with other Federal, State, local or private parties involving the use of NASA property, facilities, or services; and (4) Purchase, sale, or transfer of property. JSC Environmental Compliance Procedural Requirements JPR No. 8550.1A XXXX.X Effective Date: Johnson Space Center • Environmental Compliance Program Expiration Date: Expiration Date: Page Number 3/25/2011 3/25/2016 [Leave Blank] Page 23 of 123 2.5 Responsibilities 2.5.1 The JSC Organization The JSC Organization responsible for pre-planning, planning or designing shall designate a project or task manager. 2.5.2 The designated PM shall: a. Ensure that all required planning and documentation required in this section are implemented; b. Ensure that environmental planning requirements are completed no later than when the design or task plan is approximately 30% complete; c. Arrange for funding to complete required environmental planning and for incorporation of environmental requirements in the design and implementation of the project; d. Serve as a technical resource and provide information as requested by the EO to assist in identifying the applicable environmental impacts and compliance requirements; and e. Maintain project-specific environmental documentation identified by the EO. 2.5.3 The DLO (proponent or beneficiary of the task/project) shall: Be responsible for the post construction, operation, maintenance, and eventual shutdown, decommissioning, demolition, and closure of a process with any environmental constraints shall provide resources and conduct the necessary activities to ensure compliance. This responsibility includes initiating and maintaining contact with the EO for assistance in indentifying environmental constraints throughout the lifecycle of the project/task. 2.5.4 The EO shall: a. Determine the category of documentation of environmental impacts that are required for each program, project, or activity that the EO is made aware of. b. Assist PMs and other employees in determining the requirements for compliance with environmental regulations for program, projects, and other activities. c. Provide technical assistance to the JSC Organization’s PM, as requested, to complete JF1138 EPCs and JF1119 RECs, or respond to other requests for technical assistance associated with compliance and environmental planning. d. Support the implementation of mitigation measures, including but not limited to obtaining the necessary environmental permits or authorizations identified within the projects and programs once funding for preparation of applications and supporting studies are provided, provide waste transportation and disposal support, oversight and inspections once funding is provided by the JSC organization.
