c. If changes occur to the project scope the PM shall re-evaluate the changes for the potential<br />
environmental requirements.<br />
2.3.2 DLOs<br />
JSC DLOs are expected to commit the necessary resources into the project or task lifecycle in<br />
order to incorporate the environmental requirements and constraints necessary to maintain<br />
compliance.<br />
2.3.3 Environmental Office Interface and Support<br />
a. Environmental regulations are complex and are continually changing. The EO shall be<br />
responsible for staying informed of environmental requirements and for providing technical<br />
assistance regarding applicability upon request.<br />
b. Use of JF1138<br />
(1) To streamline the process for providing technical assistance and assisting project/task<br />
managers with incorporating environmental requirements, a JF 1138 ―Environmental Planning<br />
Checklist‖ (EPC) is available and shall be utilized during the project lifecycle during initial<br />
planning and when substantial changes occur as described in section 2.2.<br />
(a) This checklist provides a tool for notifying the EO early in the planning process when a project<br />
may have environmental effects or impacts, so that constraints that could affect project/task cost<br />
and schedule are identified. The completed JF 1138 shall serve as substantiation that<br />
environmental effects or impacts have been considered in the planning stage.<br />
(b) Even if there are no effects or impacts (i.e., the answers to all of the questions are ―no‖), the<br />
completed JF 1138 shall serve as documentary evidence that environmental effects of proposed<br />
actions have been considered.<br />
2.3.3.1 Procedure for Documenting Coordination<br />
The following sequence of steps shall be followed to ensure that environmental<br />
requirements/impacts have been evaluated by the EO and to obtain a written record of<br />
coordination:<br />
2.3.3.2 Processing of JF1138<br />
a. The PM completes a JF1138 EPC during the conceptual or planning phase of a minor<br />
project or other action. The current version of the JF1138 is available through the JSC Forms<br />
page; instructions for completing and processing or filing the form are provided with the form.<br />
(1) If there are no environmental effects or impacts identified, the PM shall maintain the completed<br />
form within the project/task files and no further action is required; and<br />
(2) The completed form shall be made available to the EO upon request.<br />
