Refer to JPR 8553.1, JSC Environmental Management System Manual for details. c. Required inspections and calibrations or other maintenance activities shall be performed in accordance with manufacturer’s recommendations. d. Organizational initiated changes to regulated processes, activities, or equipment shall be evaluated prior to making changes in order to determine if new environmental requirements would apply. e. Organizational initiated temporary shutdowns (―mothballing‖) of air emission sources shall be reviewed with the EO. Sources that are restarted after an extended shutdown (two years or more) may have to be re-permitted under current rules with potentially tighter controls. Federal and State regulatory agencies presume that any shutdown over two years is a permanent shutdown. 2.2.1.3 Managing Environmental Impacts during Decommissioning and Demolition Phase a. Organizations initiating decommissioning or demolition of equipment and facilities shall contact the EO for evaluation at least 60 days prior to making changes in order to determine if environmental requirements apply. In some cases, demolition requires notification to regulatory agencies 14-60 days in advance. b. Equipment or process owners shall notify the EO at least 30 days prior to removing equipment or activities that are environmentally regulated. The EO maintains lists of different types of activities, equipment and facilities for regulatory reasons, often in plans or for annual reports and needs to be aware of changes in order to keep these documents up-to-date. 2.2.2 Single Point of Contact with Regulatory Agencies The EO shall serve as the primary technical resource for identification of environmental requirements and will serve as the single point of contact with regulatory agencies for the purposes of obtaining permits, submitting notifications, or similar approvals/authorizations. 2.3 Project/Task Planning and Incorporation of Environmental Compliance Requirements 2.3.1 Program/Project Proponents and Project/Task Managers a. The potential environmental effects of JSC activities shall be carefully considered by project/task proponents and project/task managers. b. Identified environmental effects must be controlled in order to substantiate compliance with federal and state regulations or NASA/JSC policies and procedures. Examples of controls that may be required include, but are not limited to, permits, state authorizations or notifications, emission/effluent monitoring devices, recordkeeping, and reporting. If changes occur to the project scope the PM shall re-evaluate the changes for the potential environmental requirements. 2.3.2 DLOs JSC DLOs are expected to commit the necessary resources into the project or task lifecycle in order to incorporate the environmental requirements and constraints necessary to maintain compliance. 2.3.3 Environmental Office Interface and Support a. Environmental regulations are complex and are continually changing. The EO shall be responsible for staying informed of environmental requirements and for providing technical assistance regarding applicability upon request. b. Use of JF1138 (1) To streamline the process for providing technical assistance and assisting project/task managers with incorporating environmental requirements, a JF 1138 ―Environmental Planning Checklist‖ (EPC) is available and shall be utilized during the project lifecycle during initial planning and when substantial changes occur as described in section 2.2. (a) This checklist provides a tool for notifying the EO early in the planning process when a project may have environmental effects or impacts, so that constraints that could affect project/task cost and schedule are identified. The completed JF 1138 shall serve as substantiation that environmental effects or impacts have been considered in the planning stage. (b) Even if there are no effects or impacts (i.e., the answers to all of the questions are ―no‖), the completed JF 1138 shall serve as documentary evidence that environmental effects of proposed actions have been considered. 2.3.3.1 Procedure for Documenting Coordination The following sequence of steps shall be followed to ensure that environmental requirements/impacts have been evaluated by the EO and to obtain a written record of coordination: 2.3.3.2 Processing of JF1138 a. The PM completes a JF1138 EPC during the conceptual or planning phase of a minor project or other action. The current version of the JF1138 is available through the JSC Forms page; instructions for completing and processing or filing the form are provided with the form. (1) If there are no environmental effects or impacts identified, the PM shall maintain the completed form within the project/task files and no further action is required; and (2) The completed form shall be made available to the EO upon request.
