much to suppress it on the island.<br />

By a treaty with the Queen of Madagascar,<br />

the traffic <strong>in</strong> slaves to that country has been<br />

abolished, but slavery still exists as a legal<br />

<strong>in</strong>stitution with<strong>in</strong> the island.<br />

Whenever it has been discovered that slaves<br />

have been landed, the Consul has been enabled<br />

to compel the authorities to the fulfilment of<br />

the treaty, the punishment of the del<strong>in</strong>quent,<br />

and the surrender of the slaves to the British :<br />

and we may congratulate ourselves that we have<br />

<strong>in</strong> the position of Consul at Madagascar, one<br />

who fearlessly acts up to both the spirit and<br />

letter of the treaty and <strong>in</strong>structions respect<strong>in</strong>g<br />

the suppression of so nefarious a trade ; but,<br />

notwithstand<strong>in</strong>g this, detection is rare, and the<br />

trade is very extensive, carried on chiefly from<br />

the Portuguese territory, sometimes direct, and<br />

sometimes through the Commoro Islands; and it<br />

must be added that very often slaves are taken<br />

to these islands, and through the French settlement<br />

at Nos Beh, under the French flag, and<br />

with the designation of "passengers" or
