send him to Bombay (see Sir Bartle Frere's
evidence,'^ 436, A. B., book 4) where he obtains
freedom, and perhaps, for a time work, to eventually
fall amongst those with whom from his
colour he is obhged to mingle namely, the
Hindoos, when, if he adopts any religion, it is
idolatry.
I maintain, therefore, that it is England's
bounden duty to give at least two years' instruction
to every adult slave she liberates, and a
fair education to the children.
If we liberate a thousand negroes a year,
which is improbable, we should never have more
than two thousand under instruction at a time
—which would not be a very costly undertaking
when we consider how much money is spent at
home in education.
To locate liberated negroes on any distant
island such as Seychelles,'^ Mauritius, or Zan-
