Ibo consists of fifteen or twenty stone houses of modern Arabic architecture, and many huts; the population consists of half-caste Portuguese, Arabs, Banyans, and slaves, and was estimated about twenty years ago at 2422, including the garrison, composed of Creoles and negroes ; but the trade, never very extensive excepting in slaves, has dwindled of late years so much that the population is now reduced to half the above number. The Portuguese have one other settlement of importance to them, namely, a military station at Quilimane, consisting of a commandant, a few Europeans, and fifty or sixty native soldiers. Besides these three strongholds, if they may be so called, the Portuguese have no others; but there are one or two places where a halfcaste Portuguese resident is to be found trading with the natives, who is allowed to remain there on sujBferance by the Arabs, and is always ready to act as the representative of his country, if he can persuade any one that he has any authority in the place; sometimes indeed he will hoist the Portuguese flag, and there is
— PORTUGUESE POSSESSIONS. 223 always an Arab near who flies Arab colours, and allows the Portuguese ensign to sport in the wind on the principle that, " it pleases him and does not hurt me." But this is not always tolerated, and I could quote several instances to prove the utter powerlessness of the Portuguese to maintain their hold of this coast, if the natives were to make a determined effort to expel them. In the Blue Book of 1870, a despatch from Mr. Pakenham, reporting the capture of a cargo of slaves in Madagascar, gives the defence of the captain of the vessel in the following terms : " The King of Sangazy at Mozambique (that is a native), had sent them on board," &c., showing that the Portuguese had not then possession of this place. But we have had more serious proofs in circumstances unpleasantly affecting ourselves, that the Arabs are in actual possession of the country, for instance, our boats are frequently attacked on the coast; I have already mentioned one or two occurrences of this kind, but a more recent and positive instance occurred in the year 1864,
