The Arabs are crafty, and if the Sultan can get compensation for any sacrifice he may make he will ; but we consider that it would be shameful of England to purchase from him the freedom of the negroes which is their right, especially when the purchase-money would consist in a permanent annual payment. If we were purchasing cattle or the right to preserve game in his territory this would be all very well, but if we are expected to compensate him, why should we not equally demand compensation for the injuries done to the negroes and the payment of the expenses of their maintenance ? Recollecting what it has cost us in the past I do not confine the meaning to a pecuniary sense—and regarding the difficulties and perplexities which any half-measures will certainly produce in the future, I am of opinion that the only conditions for another treaty with the Sultans of Zanzibar and Muscat must be :

The acknowledgment of the obligation not to supply the vacancies occurring among the domestic slaves of the country from any people beyond that country. 3rd. That domestic slavery, of any kind, should only continue to be recognized for a limited period, say ten years; and 4th. That the trade be declared piracy and the penalty on conviction, whether in the interior of the country or in Africa, death. Such measures, I have no hesitation in declaring, would put an end to slavery in five years, and save thousands of lives. Supposing these views to be carried into effect, the next thing to be considered is how best to deal with the liberated Africans ; some place on the mainland of the coast must be occupied by us, either a portion of that territory which is now infested by the marauding tribes of half-caste Arabs and negroes, or, which would be far preferable, a station purchased, if necessary—no matter at what cost—of the
