all that would be required of it. A company
miglit tlien be formed to carry out the rest of
the plan, with a guarantee from the State
for a certain number of years ; such a company,
I am convinced, would find the plan
not only feasible, but highly remunerative, from
the commerce and wealth that would ultimately
flow to it from the interior of the country.
London should be the head-quarters of this
company, which should have power to frame
laws and bye-laws for the settlement, and which
should be represented by a governor at the main
station, Darra Salaam, and eventually, probably,
at some more salubrious colonial city in the
fertile mountainous districts of the interior.
It may be objected that such a plan is
impracticable, that none such has ever been
carried out on the western coast. To this I
reply that the interior of that coast, from all
we can learn about it, is by no means so rich in
cultivation, climate, or trade, at any rate, that
nothing of the sort has ever been tried there
if it had been, we might have now been reaping
some return for all our ejfforts on that coast.
