villages, peopled by some of the liberated<br />

slaves, who should, however, have been deta<strong>in</strong>ed<br />

at the ma<strong>in</strong> station for at least a year or<br />

two, for<br />

the purpose of teach<strong>in</strong>g them to speak<br />

and read English and the first pr<strong>in</strong>ciples of<br />

rehgion, for if we neglect to teach them these,<br />

it<br />

would be better for the honour of England,<br />

to avoid the terrible responsibility, and to<br />

withdraw from the undertak<strong>in</strong>g altogether, for,<br />

depend upon it, " from whom much is given,<br />

much will be required."<br />

From the most <strong>in</strong>telligent and the most<br />

advanced of the educated negroes should be<br />

selected chief and petty magistrates, with<br />

limited power over the <strong>in</strong>termediate villages<br />

between Darra Salaam and the ma<strong>in</strong> stations,<br />

which I propose should be formed at<br />

<strong>in</strong>tervals<br />

of fifty to eighty miles along the road.<br />

I do not, however, propose to throw the<br />

burden of this undertak<strong>in</strong>g entirely on the<br />

Grovernment, though I believe it would be as<br />

economical<br />

a plan as any, the land be<strong>in</strong>g purchased<br />

and a sufficient force be<strong>in</strong>g established<br />

for its defence by the Government, would be
